Israel Spent More on Arms in '69 Than Any Arab State' LONDON tJT.-11 —Israel spent more per capita on armaments in 1969 than any of its Arab neigh- bors. according to a survey by the Institqle of Strategic Studies here. The survey placed the total ar- maments possessed' by Israel and its foes on a fairly even basis but noted that in assessing relative strength, the total technological capability of a country must be considered ,as well as the health level.of its population, its morale and many other factors. According to the survey, Israel spent $829,000,000 the previous year, for a per - capita expenditure of $224.
