Israel Warns of 'Full Retribution' for Arab Attacks on European Offices JERUSALEM (JTA) — The Is- raeli Foreign Ministry made it clear Tuesday that Israel will hold the Arab states sheltering terror- ist organizations responsible for the bombings of Israel offices in Europe Monday. A statement by the ministry spokesman noted that "the terrorists, the head- quarters of whose organizations are in the Arab countries, enjoy the openly-declared support of the Arab governments." - The statement quoted the one made Monday by Transport Min- ister Moshe Carmel who describ- ed the attacks as an attempt to sever Israeli's communications with the rest of the world and warned the terrorists "of full re- tribution." The foreign ministry spokesman said that the bombings would "further open the eyes of the world with regard to the nature and methods of Arab warfare." He promised that the attacks would not succeed in shaking Israel's stamina. Teen-age Arab boys tossed bombs at Israeli embassies in Bonn and the Hague and at the El Al office in Brussels in an ap- parently coordinated attack, for which the Popular Front for the Liberation of Palestine, a guer- rilla group. took credit. There were linked the European bombings with the continuing violence in the Middle East and deplored the spread of terrorism to other na- tions. They said it was a poor way "to grope for a settlement." Offi- cials were reluctant to discuss se- curity precautions for Israeli diplo- matic installations in the U.S. But it seemed apparent that measures were being intensified. some U.S. cities have responded to requests from Jewish and Israel- oriented organizations, including airline offices, for increased sur- veillance. Dutch police guarded the El Al office in Amsterdam. and police reinforcements were sent to Schip- hoal Airport where passengers hoarding El Al and Royal Dutch Airline (ELM) flights for Tel Aviv were searched for weapons to avert a possible new aerial hijacking. The Netherlands' chief of protocol 'phoned the Israeli ambassador. Shimshon Arad, to convey Foreign Minister Josef Luns' message of shock and outrage over the bomb- ing of the Israeli Embassy. A spokesman for the Front said in Amman that the attacks were carried out by the Front's Ho Chi Minh" unit. The guerrillas were described as "lion cubs," all teen-agers. The Front is the same organization that claimed credit for hijacking a TWA airliner to Damascus on Aug. 29. That act was carried out by two Arab com- mandos who styled themselves members of the "Che Guevara" unit. In Frankfurt. police officials said Tuesday that a fire which broke out in the Egyptian tourist office Monday night may have been a diversionary tactic by Arab terrorists responsible for the gre- nade attack on the Israel embassy in Bad Godesburg near Bonn on Monday. The blaze caused little damage. and no one was hurt. The police said that an identi- fication disc attached to a brace- let worn by the youth arrested for throwing a grenade at the em- bassy bore the initials of the Popu- lar Front for the Liberation of Pal- estine, a number-4291—and the name of the youth, Talaat Has- san Ismail. He is 16 years old. In Brussels, police said they were continuing the search for an Arab youth who fled after bombing the El Al office, leaving his com- panion in the hands of the police. The three El Al officials and the client who were injured in the bombing were reported to be mak- ing a good recovery.
