`Who Is Jew?' Question Arises at Maccabia Games; U.S. 1st

TEL AVIV (JTA)—The eighth
Maccabia Games, Israel's "little
Olympics," ended Tuesday in -a
lopsided victory for the American
teams. The United States took 631/2
gold medals, 401/2 silver medals
and 341/2 bronze in the week-long
competition. Israel was second
with 48 gold. 52 1/2 silver and 51
bronze medals. Britain, with 101/2
gold medals, took third place.
But Israel's basketball squad
scored a surprising upset victory
over the United States in the
basketball finals Tuesday. A crowd
of 5,000 watched in the Ramat Gan
stadium as the Israeli five won
by a score of 74-70. It was the first
American defeat in basketball
since the Maccabia games were
started 20 years ago.
Israel was originally to have
played a semi-final match against
Uruguay but was pitted against the
powerful U.S. team when Uruguay
was disqualified by the Maccabia
organizing committee on grounds
that it had two non-Jews on its
I basketball squad.
' The controversy over who is a
Jew erupted after the Belgian
team angrily withdrew from fur-
ther competition because two it its
water polo players were disquali-
fied on grounds that their was nct
Jewish.
The Maccabia rules state that
competition is open to any Jewish
sportsman or sports woman. Rab-
binical authorities in Israel insist
that to be a Jew a person must
have a Jewish mother or undergo
conversion rites. Maccabia sports
clubs in many countries, however,
admit non-Jews and children of

Shazar Accepts 1st Scroll
of Keren Hayesod Jubilee;
Copies Going to Diaspora

In presenting the scroll at a
special reception, Dr. Israel Gold-
stein, Keren Hayesod chairman,
told the president that copies
would be sent to Keren Hayesod
United Israel Appeal committees
in 54 countries as a prelude to
their marking the anniversary.
The Israel government will
issue a special stamp and a
commemorative coin to be fol-
lowed by various public events
including a major "Exhibition
of Acheivments" at the Tel Aviv
International Fair next summer.

the men's singles tennis title with
an easy victory over Jack Saul of I
South Africa. Debbie Lipman of
Long Beach, Calif., won the
women's high diving event. Michael
Fratkin, of Richmond, Va., won the
200-meter title in 21.6 seconds.
Canada was in 11th place among
the 19 nations participating in the
Maccabia Games. Canadian ath-
letes won three gold medals, three
silver medals and two bronze
medals.
An American swimmer, Richard ,
Miller, won the 100 meter back-
stroke finals with a time of 63.8 ,
seconds. Another American, Mary-
ann Spiro, took the 200 meter but-
terfly in 2.34 minutes to win her
second gold medal.
Among Monday's American gold
