Thant Dramatized Situation, Israel Ministry Charges JERUSALEM (JTA)—A Foreign Ministry spokesman has condemned United Nations Secretary General U Thant for "dramaticizing" the situation along the Suez Canal and equating Egyptian "aggression" and Israeli "defense measures." The s pokes man referred to Thant's warning in a report to the Security Council last week that "open warfare" is raging along the Suez Canal and that the situation 'here was worse than at any time since the June 1967 Arab-Israeli war. The spokesman did not refer to Thant's assertion that he may have to withdraw the 90-95 UN cease-fire observesr because they had become "defenseless targets in a shooting gallery." The Israeli spokesman said the danger along the Suez Canal did not stem from the threat of a new war but from Egypt's declared policy of "heating up" the area. He said the Egyptians openly proclaim this policy and obviously do not wish to change a war-like situation to one of peace. He said Thant's fears should have been addressed only to Egypt because Israel does not initiate incidents and is ready to honor the cease-fire agreements fully. "While there is cause for con- cern over preservation of the cease- fire, there is not cause to drama- tize the situation or to cover up Egypt's sole responsibility for inci- dents." the spokesman said. have recessed indefinitely, proved fruitles and should be abandoned altogether. The time has come. Eban said, to make efforts for direct peace talks between Israel and the Arabs, and Israel hopes that the big pow- ers will do so. The Foreign Minister said that his recent visit to three East Afri- can nations helped consolidate Is- rael's friendship with those states and brouhgt about a mutual recog- nition that every effort must he made to prevent the Red Sea from becoming an exclusively Arab sea. Eban has been invited to visit Holland and Belgium and may go to those countries during the latter part of August, it was disclosed to- day. Some sources said he may also visit France at the same time. Egypt's Foreign Minister Mahmoud Riad paid an official visit to Hol- land and Belgium several weeks ago. 'Non-Aligned' Ask Restoring 'Rights' to Arab Homeland in Palestine LONDON (JTA) — A conference of 51 "non-aligned" nations of Europe. Asia, Africa and Latin America ended here with a com- munique demanding "the full restoration of rights of the Arab people of Palestine to their usurped homeland." The com- munique, in identical language, called for the withdrawal of all foreign troops from South Vietnam and for Israel's withdrawal from ' all territories it occupied in June freedom." Gen. Dayan's departure from labor party ranks, if followed by other members of the Rafi faction, would create a split that Allon, Premier Golda Meir and other labor party leaders say is needless and poten- tially disastrous. Allon voiced his appeal on the eve of talks between labor party leaders and leaders of the Rafi faction on the issues that divide them. Basically, Gen.
