White's New Book
on the Presidency:
a Notable History

Theodore H. White, the master of
the specific subject dealing with the
Presidency, provides the American
people with a history of the most
recent events that will throw great
light on the stirring experiences of
the year that saw a change from
Democratic to a Republican admin-
istration.
We are not too near to 1968 not
to be able to grasp with renewed
light the true facts related to what
had transpired under President
Johnson, his decision not to run,
the contest and the trials and tribu-
lations that followed.
A study of those events would be
much more difficult without the
compiled data by Theodore H.
White in "The Making of the Presi-
dent-1969," published by Athe-
eneum.
In the new White volume we
have another brilliant display of
masterful history writing. White
not only knows his history—he is
a keen observer and he has gath-
ered many facts and opinions
that throw new light on the hap-
penings of Presidential_ election
year 1968.

Johnson is depicted as "always
best in a tight. hard crisis." as in
the 1967 Israeli crisis and when he
took office in Dallas in 1967.
Character studies of Hubert H.
Humphrey. the roles of the Ken-
nedys and Nixon, and scores of
others, emerge in great signifi-
cance in a book that, like the previ-
ous ones by White on the Presi-
dency. must be viewed as of very
great historical significance.

NEW YORK (JTA)—A book just
published here accuses Switzer-
land's government bureaucracy of
denying refuge to thousands of
Jews fleeing Nazi Germany before
and during World War II in defi-
ance of the wishes of the Swiss
Parliament and people. The book,
"The Lifeboat Is Full," was writ-
ten by Alfred A. Hasler, a Swiss,
and pu blis hed by Funk & Wag-
nails.
The author said he gathered his
material from speeches, articles.
editorials, letters and personal nar-
ratives which, he claims, show that
thousands of Jews suffered and
died because of "deeply entrenched
but previously unrecognized forces

of prejudice and self-interest" in
a country that otherwise gave asy-
lum to almost 300,000 refugees of
all races and nationalities.
According to the author. Swiss
officials began in 1933. when Hit-
ler became Chancellor of the Reich.
to prepare for the invasion of this
"un-Christian. foreign-thinking ele-
ment." meaning the Jews. Hasler
wrote that Dr. Heinrich Roth-
mune'. chief of the Swiss po-
lice, declared that since Switzer-
land was already heavily popu-
lated by foreigners and had a
serious unemployment problem, it
could only serve as a transit coun-
try for Jews. "As arrests and mur-
ders of Jews spread in Germany.
the Swiss government began tight-
ening border controls on fugitives.
imprisoning others in labor camps.
and finally, in 1942 turning back all
civilian refugees... the book al-
leges.
The author said the final order
prompted fierce opposition from
the Swiss population and the press
which arose too late. Hasler esti-
mated that the Swiss government
knowingly returned to Germany

WASHINGTON (JTA) — Jewish
groups began a two-week vigil out-
side of the Soviet Embassy here
to demand freedom for Boris Koch-
ubiyevsky, a young Russian-Jewish
engineer imprisoned last May re-
portedly for demanding the right
to emigrate to Israel and for in-
sisting that Soviet Jews be allowed
to leave the country or to lead
Jewish cultural and religious lives
in Russia without fear of repres-
sion. The vigil is being conducted
between noon and 1 p.m. daily by
constituent groups of the Jewish
Community Council of Greater
Washington and will end July 24.
The Jewish pickets were relieved
Saturday by volunteers of Amnesty
International, Inc., a non-Jewish
humanitarian organization active
on behalf of political prisoners all
over the world. Among the Jewish
demonstrators are members of
Bnai Brith, Pioneer Women, Stu-
dents Struggle for Soviet Jewry
and synagogues in the Greater
Washington area. Additional dem-
onstrators from Philadelphia will
join them on July 23.

Memorial Service Marks
26th Year of Deportation
of -Jews from Yugoslavia
BELGRADE (JT4) — The 26th
anniversary of the deportation of
Jews from the Hungarian-occupied
regions of Yugoslavia during World
War II was marked by memorial

services in the synagogue at Subo-
tica. Another memorial service was
held across the border in Szeged,

Hungary.
A gathering at the Jewish ceme-
tery near Subotica was addressed
by Dr. Lavoslav Kadelberg, presi-
dent of the Federation of Jewish
Communities of Yugoslavia. He
warned that the dangers of neo-
Nazism and anti-Semitism still
lurked in Europe. The Jewish com-
munities of Subotica, Novi Sad,
Somber, Senta and other towns
were deciminated by the Nazis. In
Szeged, a memorial monument was
unveiled to the former rabbi, Dr.
Imanuel Loew.

he could send his children "to
study in a school in Yiddish" and
could read Yiddish newspapers
and attend a Yiddish theater.
At the time, Mr. Kochubiyevsky
had not been crested but charges
had been brought against him for
slandering the Soviet Union and
its system. "Is it really a slander
that in the multi-national Soviet
state only the Jewish people can-
not educate their children in
schools in their own language?" he
asked in his letter to Mr. Brezhnev.
He added that if he was sent to
prison and survived, he would go
to Israel when he got out even if
it meant travelling on foot.
Mr. Kochubiyevsky applied for
an exit visa for himself and his
wife, who is non-Jewish. When he
went to pick up his papers his
apartment was searched. The vita
was denied and charges were
brought against him stemming
from pro-Israel remarks he had al-
legedly made publicly following the
June 1967 Arab-Israeli war. Ac-
' cording to reports from Moscow,
he was sentenced in May to three
years in a Soviet prison camp.

Israeli Maritime Circles
Voice Surprise Over 3rd
Insurance Rate Increase

TEL AVIV (JTA)—Israeli mari-
time circles have expressed sur-
prise at the decision of the British
insurance firm of Lloyds' of Lon-
don to double its maritime insur-
ance rates on consignments to the
Middle East. The increase is one-
quarter of one percent, raising in-
surance costs to one-half of one
percent of the value of the goods.
It is the third rate increase since
the Six-Day War. The last increase
followed Israel's Dec. 28 raid on
the Beirut Airport. Lloyds' war
risks rating committee and under-
writers announced the increase,
which will be from 70 cents to
$1.40 per $240 of goods for sea
cargoes to and from Israel, Egypt,
Jordan, Lebanon and Syria.

Unique Student Aid Plan
ATLANTA (JTA)—A unique edu-
cational loan program, sponsored
by a Jewish children's agency here
which serves a five-state region,
has made one or more loans to 80
students totalling $87,500, according
to a report at the organization's
93rd annual meeting. The educa-
tional loan program of the Jewish
Children's Service of Atlanta was
expanded in 1961 to assist all Jew-
ish youngsters in the 18 participat-
ing Jewish communities in Florida,
Georgia, North Carolina, South
Carolina, Virginia and the Greater
Washington, D.C. area.
