Knesset Voids Bill for Political Funds

JERUSALEM (JTA)—The Israel
Supreme Court voided a Knesset
bill to provide campaign funds
from the public treasury to Israeli
parties for the coming national
elections.

The ruling came on a plea by Dr.
A. Bergman, a Tel Aviv attorney,
who had asked the court to ban
such payments on grounds that the
measure violated the principle of
equality in the nation's basic laws.
The court agreed and instructed
the finance ministry not to make
such payments unless the bill is re-
enacted by an absolute majority of
61 votes. The measure was ap-
proved by a majority of Knesset
members then present.
Mr. Bergman had argued that
while the measure was based on
the desirable goal of control over
election expenses, it provides for
such payments only to parties now
represented in the Knesset. He con-
tended that existing parties were
preferred over any new ones that
might seek Knesset seats because
new lists would not get public funds
under the bill. The court ruled that
the Knesset could amend the bill
to provide for reimbursement for
campaign expenditures for new
parties gaining seats in Knesset or
vote on it to make it acceptable by
absolute majority approval.
