Sale to Libya"

Told Of

LONDON (JTA) — Reginald Pa-
get, a Labor member of Parlia-
ment, charged in the House of
Commons that the foreign office
decided "unconditionally" to sup-
ply Chieftain tanks to Libya, a
member of the Arab League at war
with Israel. Paget said the tanks
could be passed on to Egypt.
Foreign and Commonwealth Sec-
retary Michael Stewart told the
House, "It is part of our general
practice in sale of arms that they
should be used solely for defense
of the country to which they are
sold. It was explicity provided for
in this contract as in others."
Paget said that Israel had placed
an order for 5144,000,000 worth of
Chieftain tanks about a year ago
which the defense ministry was an-

xious to accept. He asserted that
the sale was held up by the foreign
ministry which thought that it
might compromise Britain's posi-
tion in the Four Power MidEast
talks. Paget said that the sale
of these weapons to an Arab
power would seriously compromise
Britain's nonpartisan role. He in-
sisted that either the foreign sec-
retary or defense minister come
before the House to explain. The
speaker overruled Paget's request.
Conservative Member of Parlia-
ment Hugh Frazer said he would
reopen debate on Britain's pro-
posed sale of Chieftain tanks to
Libya as Paget did not succeed in
his quest to have the sale de:lated.
Frazer said that Chieftains sold to
Libya could easily be turned over

to Egypt or Nigeria to be used
against Biafra. He said also that
Israel had found a way to remedy
a small- defect in the Chieftain.
Two sample tanks were delivered
to Israel last year, but the British
Defense Ministry had refused to
accept a cash order of $144,000,-
000 worth of the Chieftains on the
grounds that- it would interfere
with Four Power talks.
Commenting editorially on the
controversy, the London Daily
Telegraph said Israel should get
the tanks since Britain recently
sold Centurion model tanks to Jor-
dan and "Israel's major enemy,
Egypt, has been stuffed with the
best Russian tanks."
