Neurotics Blamed for Orleans Anti-Semitism

ORLEANS, France (JTA) — Offi-
cials of the French Ministry of
Justice and Ministry of Interior in-
dicated that an anti-Semitic whis-
pering campaign that broke out
here several weeks ago was the
work of "a number of irresponsible
and neurotic individuals" rather
than an organized slander effort."
That belief was shared by the local
district governor. Jacques Graeve,
who issued a communique stating
that the anti-Semitic "rash" in
Orleans was not caused by an or-
ganized bloc but was exclusively the
work of "isolated individuals who
seem to act secretly and anony-
mously."

Whoever started the campaign is
believed to have gotten the inspira-
tion from a sex-and-crime weekly
called Noir et Blanc which carried 1
a story a month ago titled "Kid- r
naping in Grenoble. - According to
the story, a man's wife disappeared
after entering a shop and was never
seen again. She had been spirited
off to Grenoble on the Italian bor-
der to be sold to the Middle East
brothels, the story said. The ru-
mors placed the shop in Orleans
and identified it as Chez Dorphe.
The rumor grew to include a tunnel
to Boutique Sheila, a half
away. A further rumor spread
around town that $20,000 in "Jewish
gold" had been spent to hush up
the affair. Women were advised net •
to patronize the shops and not to
enter them unaccompanied. The
city fathers of Orleans said there
was no precedent for such a whis-
pering campaign in this city. Most
citizens questioned now seem to
discount the rumors. But some still
say. "Where there is smoke there
must be fire."

York Times reported Sunday.
According to Times' reporter
Donald Janson, Judge Jacob M.
Braude of the Cook County Circuit
Court has accused the Nixon ap-
pointee, Charles A. Bane, of pre-
venting his purchase of an apart-
ment in Bane's building because
Judge Braude is Jewish. Judge
Braude said he plans to testify
against Bane when the Senate Judi-
icary 'Committee holds confirma-
tion hearings.
President Nixon nominated
Bane May 27. Two days later

Judge Braude wrote to Sen.
Everett M. Dirksen, Illinois Re-
publican, a leading member of
the Judiciary Committee, request-
ing an opportunity to oppose the
Bane appointment.

Sen. Dirksen replied that Judge
Braude would be notified. The
judge also write to Illinois' junior
Senator, Charles H. Percy, charg-
ing that Bane had told him the
apartment he was interested in was
not a "Jewish" apartment and
therefore could not be sold to a
person of the Jewish faith.
According to Abbot Rosen, Chi-
cago director of the Bnai Brith
Anti-Defamation League, many of
Chicago's luxury buildings have a
"Jewish quota." Judge Braude
said that at the time he applied,
Bane's building had four Jewish
families out of 33 and that Bane
informed him that he had bought
