Dr. Joachim Prinz, chairman of the AJCon- gress's commission on international affairs, called upon Chancellor Kurt Georg Kiesinger to take the lead in supporting the decision of the coalition cabinet on April 25 to press for abolition of the statute which is to go into ef- fect on Dec. 31. An abolition bill will receive its first reading in the Bundestag (lower house) Wednesday. Dr. Prini. a former Berlin rabbi who fled the Nazis, referred to "disturbing reports of an imminent retreat from the cabinet's forthright and positive decision." He deplored a decision by the West Ger- Court which in effect exempted Nazi man Supreme WU criminals from prosecution because they "acted NEW YORK (JTA)—The American Jewish Conference on Soviet Jewry has called on Soviet leaders to release a Jewish engineer, Boris Kochubiyevsky, who was sentenced to three years in a Soviet prison camp for allegedly slandering the Soviet Union and its social system. According to Lewis M. Weinstein, chairman of the Conference, the sentence was further proof of Soviet official anti-Semitism. His appeal states: "The transparency of the Soviet government's denials of Soviet anti-Semitism is made clear by this case. Here we have proof that Soviet anti-Semitism is not a figment of the imagination, and that 3,000,000 Jews in the Soviet Union are denied their religions and cultural rights. Boris Kochubiyevsky's only crime is that he wants to be accorded the same religious and cultural rights that are allowed other Soviet nationalities. "We call for his release. We call upon the Soviet government to fulfill its promises of equality of nationalities under the Soviet constitution and by subscribing to the Universal Declaration of Human Rights which guarantees the right of departure to everyone, also allow Kochubiyevsky to emigrate." The American Jewish Conference on Soviet Jewry is composed of 25 national Jewish organiza- tions who are joined in a common purpose to obtain equal rights with other Soviet nationalities for Soviet Jews to maintain their religious and cultural identity and to allow those Jews with families outside of Russia to leave and be reunited with them. A London dispatch carried by the Jewish Telegraphic Agency last month reported the arrest of Kochubiyevsky after he and his wife, a non-Jewess, were summoned to the passport office last November, ostensibly to pick up emigration documents. The JTA also reported the text of a letter written by Kochubiyevsky last Nov. 28 to Soviet Communist Party chief Leonid I. Brezhnev, de- manding the right to emigrate to Israel and the right of all Soviet Jews to live a Jewish life and to educate their children in Jewish schools and in the Yiddish language. The young engineer wrote that if he were sentenced and lived until his release he would go to Israel "even if it means going on foot." The charges of slander against Kochubiyevsky stemmed from remarks he made at a memorial meeting at Babi Yar, a ravine outside of Kiev, where the Nazis slaughtered most of the Jewish popu- lation of the Ukrainian capital, the New York Times reported. According to the Times, he told the several dozen Jewish mourners at the site, "Here lies part of the Jewish people." The court ruled this to be "bourgeois-nationalist-Zionist propaganda." Soviet policy is to memorialize the Babi Yar victims without reference to their Jewish origin, the Times said. That omission was brought to world attention in the celebrated poem "Babi Yar" by Yevgeny Yevtushenko. When Kochubiyevsky mentioned this at his trial, the judge admonished him for "excursions into the history of literature," the Times reported. The Gaullist candidate declared that "France will always defend Israel's right to exist in full independence and security and hopes that all countries will admit this fundamental right."
