Harry Tepper. 90

Harry Tepper. 503 Hurley. died
May 20 at age 90.
Mr. Tepper was born in Russia
and had lived in Flint the last eight
years, coming from Bay City. His
wife. Esther Berman Tepper. died
Feb. 25. 1959.
Mr. Tepper was - a member of
Cong. Beth Israel of Flint. Temple

Israel of Bay City and Senior
Friendship Club. He owned and
operated the Garfield Fruit and
Grocery Market in Bay City for 40

years. retiring in 1945.
Surviving are a son. Hy of Los

Angeles: two daughters. Mrs. Bes-
sie Myers and Mrs. Fred Board of
New York: five grandchildren and

one great-grandchild. - Interment
Bay City.

Latin Jewry Expresses
Concern for Fate of Ripps

BUENOS AIRES (JTA)—Resolu-
lions declaring that the Israel-Arab

deadlock should be solved by direct
negotiations between the parties
concerned and demanding that
Soviet authorities end discrimina-
tion against Russian Jews were
adopted by delegates to a confer-
ence of the Latin American Jew-
ish Congress.
Jewish communal leaders from
eight countries and representatives
of Zionist and Jewish youth groups
from many nations attended the

three-day conclave.
The delegates agreed to convene

a second plenary session of the
Congress in Lima. Peru in October
to coincide with the centennial of
the Peruvian Jewish community.
They paid homage to Ilya Hipps.
a Jewish youth who was reported
to have tried to immolate himself
in April in Riga in protest against
the situation of the Jews in Soviet
Russia and Soviet satelite coun-
tries. The delegates also register-'d
an "energetic protest" against the
condition of Jews in Poland and in
the Arab countries.
The "deep concern" of Argentine
Jewry over the fate of Ilya Ripps
was conveyed in a letter to Soviet

Ambassador Youry Volksi by the
DAIA, the central representative

body of Argentine Jews. The letter
said that the report had "strongly
affected Argentine Jewry, intensi-
fying its perturbation about the
difficult situation of Russian Jews. –

Columbia College Refuses
to Apologize for Article

NEW YORK (JTA) — Columbia
College said through a spokesman
that it did not plan to issue an
apology, called for by the City
Human Rights Commission which
alleged anti-Semitism in an alumni
