Publishes His Works

LONDON (JTA) — The daugh- I
ter of Alter Kaczizne, a well I
known Warsaw Yiddish writer who
was beaten to death by Polish
Nazi collaborators during World
War II, is sponsoring the publica-
tion of her father's works.
The first volume was published
some time ago. The second volume
is now being prepared for publi-
cation by the J. L. Peretz pub-
lishing house of Tel Aviv. Two
more volumes will be published
later. They include several plays. ;
poems, essays and humorous
pieces.
Mr. Kaczizne was born in Vilna
and achieved prominence for his
writing between the world wars.
His wife was killed by the Nazis
but his only child. Shulamit. was
rescued by the Italian Embassy ,
in Poland. Today she is Mrs. Eu-
genio Reale• the wife of a promi- '
nent Italian politician and makes
her home in Rome.



JNF Builds 50-Mile Road
Paralleling West Bank

JERUSALEM—The Jewish Na-
tional Fund has opened a 50-mile
road paralleling the west bank of
the Jordan River from Umm Tuts
in the north to the Kalliah mill-
tary outpost on the shores of the
Dead Sea.
The new road provides a short-
cut in bypassing the existing Jeri-
cho road. For the time being, it
is used mainly as a patrol route
for the army and border police.
Israel is speedily replacing dirt
roads with paved roads in border
areas to prevent the planting of
mines.

Bar Mitzva Standards
Tightened in Australia

MELBOURNE (JTA) — The
Council of Orthodox Synagogues
of Victoria State announced that
candidates for Bar Mitzva will I
have to pass an examination or
attend Jewish schools for a pre-
scribed period if they are to be
Bar Mitzva in affiliated synago-
gues.
The rules stipulate attendance
for at least three years prior to
Bar Mitzva at an Orthodox He-
brew afternoon school or at least
two years at a Jewish all-day
school. .A boy failing to meet the
requirements by the time he
reaches his 13th birthday may
now have his Bar Mitzva cere-
mony at a later date, provided he
meets the standards, the council
said.



Israeli Arab Insists Direct
Talks Are Only Solution

LONDON (JTA) — An Israel
Arab labor leader and former
member of the Knesset (Parlia-
ment) told a British audience Sun-
day that direct negotiations be-
tween Israel and the Arab states
were the only possible solution for
the Middle East problem. Yosuf
Khamis, a member of the Mapam
Party and of the Executive of His-
tadrut, Israel's labor federation,
spoke at a meeting arranged by
Mapam in Britain. He is in charge
of social welfare for West Bank
Arabs.

WASHINGTON (JTA)—A bill to
improve federal protection of
synagogues and other houses of
worship that are the target of
arsonists was introduced by Rep.
Benjamin S. Rosenthal, New York
Democrat.

The legislation would "close
the gap among state laws and
between federal and state law
in those instances where states
have weak or ineffective protec-
tion for houses of worship vic-
timized by arsonists," he said.

The present law makes it a fed-
eral crime to use explosives to
destroy a house of worship and
some states have no laws covering
certain categories of arson. In in-
troducing his measure, Rep. Ros-
enthal cited the recent wave of
fires and vandalism in synagogues
in the New York metropolitan
area.
He noted that the Bill of Rights
I guarantees Americans freedom of
worship, and the Civil Rights Act
of 1968 extended federal protec-
tion to individuals whose civil
rights, including the right to wor-
ship,' are violated.

Julius Simon, a Founder,
Past President of PEC

NEW YORK (JTA)—Julius Si-
mon, a founder and for 20 years
president of the Palestine Econ-
omic Corp., died here March 24 at
age 93. He was a resident of
Princeton. N.J.
Mr. Simon, a partner in a New
York brokerage firm, helped form
the PEC in 1926 to enable Amer-
icans to participate in the econ-
omic development of Palestine
and to help Jewish settlers there
become self-supporting. He serv-
ed as its president from 1931 to
1951 and was a director and presi-
dent emeritus at the time of his
death.
Mr. Simon was born in Ger-
many, the son of a naturalized
American citizen who had served I
as a Confederate soldier in the
Civil War. He became a Zionist
and worked in banking and real I
estate and did not come to the
United States until 1921, at age 45.

mittee), the governing body of the

congresses, will convene here
June 30, it was announced at a
joint meeting of the council's pre-
