Israelis Asked
to Give Half of
Month's Pay

TEL AVIV—Two Israeli cabinet
ministers urged their countrymen ti
Monday to support the govern-
ment's defense loan campaign so
that Israel can continue to pur-
chase weapons abroad w hile
building up its own defense indus-
tries.
Defense Minister Moshe Dayan
and Finance Minister-Minister of
Commerce Zeev Sharef addressed
a public rally here which opened
a drive to raise $85,700,000 through
voluntary contributions. The sum
represents a third of the cost of fs1
the 50 Phantom jet supersonic
fighter bombers that Israel is
buying from the United States.
Each wage earner was asked
to contribute approximately half ro
of one month's wages.
Gen. Dayan warned, "We can't
waste a day preparing ourselves
for the possible battle that might
come." He said, "The Arab public
may push their leaders to act, and
we have to assure ourselves that
we can hold on to the cease-fire
lines and also fight successfully
against the guerrillas." Gen.
Dayan stressed that it is essen-
tial for Israel to create "certain
facts"—establishment of an Israel
presence — in the occupied terri-
tories that will reinforce its pres-
ence there.
He appealed for coexistence•
with the Arab inhabitants, saying,
"We must not let any single inci-
dent block the progress of coexis-
tence between the sea and the
Jordan River. Israel must not
interfere in the Arab traditional
way of life."

Gets HUC Degree,
Praises Jewry

NEW YORK—The prominent
British author and scientist C. P.
Snow expressed the belief Monday
that there was "something in the
Jewish gene-pool" that made Jews
outstandingly successful in a multi-
tude of endeavor. Lord Snow spoke'
at founders day exercises at the
New York School of Hebrew Union.
College-Jewish Institute of Reli-
gion where an honorary degree of
doctor of humane letters was con-
ferred on him by its president, Dr.
Nelson Glueck.
"Take any test of achievement
you like, in any branch of science,
mathematics, literature, music,
public life, the Jewish perform-
ance has been not only dispropor-
tionate, but almost ridiculously dis-
proportionate," Snow said. He ob-
served that a list of Nobel Prize
winners over the past 25 years
would contain a third or a quarter
of Jewish names.
"Why?" he asked. He said he
was prepared to believe that
"there is something in the Jew-
ish gene-pool which produces tal-
ent on quite a different scale
from, say, the Anglo-Saxon gene-
pool."
Referring to Israel's conflict with
the Arabs, Snow said "Israel must
continue to exist, and her exist-
ence must be guaranteed. We can-
not 'contemplate another Jewish
tragedy." He added that the
thought "Jews and Arabs can live
together, but for both of them an
infinitely prolonged cold war is
not a bearable existence."
Snow said, "Wouldn't it be won-
derful if the United States and the
Soviet Union jointly took responsi-
bility for the refugees and reset-
tled them handsomely, making
sure they had a better chance than
in their original home. It would
remove one of the ulcers of the
world."
