On one of Israel's borders is the sea. On all other borders are hostile
armies sworn to drive her people into that sea.
And inside the borders there is another army. An army of more
than 300,000 immigrants who came to Israel looking for freedom
and a new life. Immigrants who must be taught-a trade, given homes
and integrated into the life and economy of the country.
Inside her borders there is an arid desert that must be irrigated
and cultivated. There are young to be educated and old to be cared
for. And 30,000 new refugees to come in 1969 who must be fed,
clothed, given medical care and an education.
But the people of Israel must cope with the problems outside the
borders. They must be constantly on alert against attack They
must protect themselves against artillery onslaught from across
the border and saboteurs infiltrating the borders.
So the problems inside Israel's borders wait.
Unless we continue our help. Help to cultivate the desert, educate
the young and care for the old. Help the new refugees who came
looking for freedom.
Israel must use her strength to stand on her borders. We must
fight the human problems inside her borders. Israel must live
