WASHINGTON (JTA)—Sen. J.
W. Fulbright, chairman of the
Senate Foreign Relations Commit-
tee, Monday opened the Senate
debate on the nuclear non-proli-
feration treaty by asserting his
arguments for the treaty, that
nuclear weapons must be kept
from Israel and the Arab states.

want to be charged with com-
promise on basic conflict with the
Arabs." In the Arab states, said
Sen. Spong, terrorist guerrilla
groups have achieved enough
power and support to inhibit any
Arab government from concilia-
tion in dealings with Israel.

Leading the fight for the treaty,
the Arkansas Democrat asked the
Senate "to contemplate the poten-
tial horrors of a world in which
pigmy nuclear weapons powers
abound; a world where Middle
East crises are compounded by
the introduction of nuclear
weapons."

Engagements

The betrothal of Noel Bowser to
Joel Bleier is announced by her
mother, Mrs. Robert Bowser of
Anniquam, Mass. The bride-elect is
the daughter of the late Mr. Bow-
ser. Her fiance is the son of Dr.
and Mrs. Alfred Bleier of Kingswood
Rd. and Palm Springs.

Mr. and Mrs. Saul Nyman, former
Detroiters of Columbus, announce
the engagement of their daughter
Judith Gayle to Gary Cooper, son
of Mr. and Mrs. Jack Cooper, also
of Columbus. A wedding on Sept. 7
is planned.

Sen. Fulbright termed the
treaty a barrier against the
spread of nuclear weapons and
"as the framework for co-
operation among the major pow-
ers to establish and maintain
that barrier." (Israel has not
yet signed the pact.)

Sen. William B. Spong, Vir-
ginia Democrat, Monday told the
Senate that a recent trip to Israel
I set it down as a fact that if all

him to conclude that pressures
within both Israel and the various
Arab states have complicated ef-
forts to settle the conflict.
Sen. Spong said that with the
national election coming in Is-
rael, "No political leader would

The guide includes stories, read-
ings, poems, quizzes, songs and
ideas for appropriate decorations
and refreshments, all pertinent to
the meaning of the establishment
of the State of Israel. For, as it
stated in the booklet, "If Passover
is the birthday of Jewish people-
hood, then Yom Haatzmaut is the
birthday of Jewish statehood."
The idea to establish Yom Haatz-
maut as a family holiday to be
celebrated in the home of American
Jews was originated a few years
ago by Dr. Sara Feder, Pioneer
Women leader. It has since gath-
ered support from rabbis, Jewish
educators and Zionist organizations
throughout the world. It now comes
as an official suggestion from both
the Jewish Agency and the World
Zionist Organization. In addition to
encouraging the family-home com-
memoration of this date, the Jewish
communities of many cities have
already made this an annual cele-
bration in the cycle of Jewish holi-
days.
The booklet may be purchased by
contacting Pioneer Women.
