Israel Steps Up Development, Security

JERUSALEM — Agricultural in-
vestment in Israel's Arava—once
considered a nonarable area—will
be doubled during the coming year,
and two new settlements will be
established as part of an over-all
plan to strengthen the area's eco-
nomic and defense capabilities.
This was announced recently by
Dr. Israel Goldstein, chairman of
the Keren Ilayesod, which supplies
the bulk of the funds for such de-
velopment projects through the
Jewish Agency.
The Asava, which extends for 105
miles freiret the Dead Sea to the Red
Sea, is Israel's longest land border
with the Arabs. Increased El Fatah
incursions in the Arava during re-
cent months, Dr. Goldstein pointed
out, will necessitate greater atten-
tion and investment in this "forgot-
ten area."
At present, the Arava contains
seven settlements whose main
source of income is off-season
crops for the domestic and ex-
port markets. The crop yield has

been virtually doubled during the
past year or more by the use of
a revolutionary Israeli-patented
method of drip irrigation.
Defense measures are also being
greatly increased through the build-
ing of underground shelters in all
settlements, installation of security
fences, lighting, paving of service
roads against mining and warning
devices.
During the past year, the Arava's
seven settlements sold almost
$2,000,000 in agricultural produce,
including melons, dates, onions,
peppers, flowers, eggs and dairy
products. About half of its winter
vegetables, fruits and flowers
were exported.

In addition to the two new set-
tlements to be established this
year, three more are planned in the
near future. They are expected to
double the cultivated area from the
present 1,100 acres and increase
agricultural income to some $7,500,-
000.
The Arava's settlements were
all established—the first one in
1951—and assisted by the Jewish
Agency with the aid of Keren
Hayesod funds. In 1962, develop-
ment of the Arava received its
biggest boost forward.
Dr. Goldstein predicted that the
continuing tense situation in the
Arava and other border areas such
as Beit She'an will impel Diaspora
Jews to approach their record con-
tributions of $350,000,000 during the
Six-Day War.
The Keren Hayesod chairman
reported that Swiss and French
Jewish leaders have already ex-
ceeded their 1967 contributions to
Keren Hayesod during the initial
stages of this year's emergency
campaign for Israel.
