Revival of Negro-Jewish Relations Sought

daily, the Amsterdam News of
New York. The author, Robert B.
Hill, a research associate in the
Bureau of Applied Social Research
at Columbia University, cited two
studies of the issue which, he said,
provide "a more balanced perspec-
tive." One was the 1964 study con-
ducted by Gary Marx for the Anti-
Defamation League of Bnai Brith
which found that Negroes on the
whole were less anti-Semitic than
whites, that Jews were not being
singled out by blacks as scape-
goats and that Negroes had more,
not less, favorable attitudes to-
ward Jews than toward any other
white ethnic group. The second
study, which largely agreed with
Marx's findings, was complet-
ed in 1968 for the American Jew-
ish Committee by Carolyn Atkin-
son of the Columbia University
Bureau of Applied Social Re-
search, Hill said. "The findings
from this study, to my knowledge,
have never been made public,"
Hill wrote.
Hyman Bookbinder, the Washing-
ton representative of the AJCom-
mittee warned, in a letter publish-
ed in the Washington Post, that
the anti-Semitism of a relative
handful of blacks who also cry for
separatism, segregation and Negro
nationalism is playing into the
hands of white racists in. America.
"Never before have we had so
clasic a case of opposite extremes
ending up advocating the same
programs," Bookbinder wrote.
NEW YORK (JTA)—New York
City's newly appointed Human!
Rights Commissioner this week
urged a revival of the coalition be-1
tween Jews and Negroes which has
been split by racial tensions. Sim-
eon Golar, a Negro, spoke before a
predominantly Jewish audience at

the Daughters of Jacob Hospital
and Home for the Aged. He said
he wanted to be an "honest broker
on behalf of all the people of this
city." He said he was "personally
saddened to see your people vili-
fied even as I see my people are
oppressed."
Golar was appointed chairman
of the City's Human Rights
Commission by Mayor John V.
Lindsay, succeeding William H.
Booth, also Negro, who became a
center of controversy when Jewish
groups accused him of insensitiv-
ity to increasing Negro anti-Semi-
tism. Booth has been appoint-
ed a judge of the Criminal Court.
The occasion for Golar's ap-
pearance was a celebration of
Sephardic and Spanish culture
marking the Spanish government's
official abolition of the decree of
1492 that ordered the expulsion of
Jews from Spain. The Daughters
of Jacob Hospital and Home for
the Aged is an affiliate of the
Federation of Jewish Philanthro-
pies of New York.
A conference on technology and
human development to take place
in Israel next April with the
participation, among others, of
six American Negro leaders, is
expected to lead to better under-
standing between Jews and Ne-
groes in New York, according
to Theodore W. Kbeel, the labor
mediator. Kheel is president of
the American Foundation on
Automation and Employment, a
sponsor of the conference.
He announced that participants
in the conference will include
Whitney M. Young, Jr., executive
director of the National Urban
League; Bayard Rustin, executive
director of the A. Philip Randolph
Institute; Dr. Kenneth B. Clark,

Dumpson, dean of the Fordham
University of Social Service; Doug-
las Pugh, program advisor on
social development for the Ford
Foundation; and Franklin Wil-
liams, director of the Center for
Minority Affairs at Columbia
University. Young noted that
the conference had been planned
many months before the escalation
of racial tension between Jews and
Negroes in New York. He voiced
hope that the trip would give him
"an opportunity to see what's been
done on helping underdeveloped
people. He added, "We can benefit
from what's been done in Israel—
an amazing job—and have greater
understanding of our own prob-
lem."

WASHINGTON (JTA)—The com-
mander of the Jewish War Veter-
ans of the United States disclosed
this week that the number of
Negro ex-servicemen seeking assis-
tance from his organization ,in vet-
erans' matters has increased by
more than 100 per cent in the past
year. According to Charles Feue-
reisen, "This does not indicate a
national wave of anti-Semitism
among Negroes, especially among
the young men returning from
Vietnam."

of the changing times — the fact

hundreds of earnest young Negroes
seeking veterans rights for educa-
tion, housing, insurance . . . as
provided for under the G.I. Bill."
He said that Negroes lack veterans
service organizations and feel
comfortable in accepting Jewish
assistance. "There might be some
local antagonisms, perhaps in
areas of New York City, but our
evidence does not indicate a na-
tional pattern of anti-Jewish alien-
ation in the black community,"
Feureisen said.
