BEHIND THE SCENES: Talk to people close to the United States
Government about President Richard M. Nixon's intentions to effect a
settlement of the Arab-Israel conflict through coordinated efforts of
the Four Powers, and you get a picture of what is going on behind
the scenes.
Washington aims to achieve the following:
1. The United Nations Security Council should give wider powers
to Ambassador Gunnar V. Jarring—U Thant's special Mideast envoy—
in order to make his authority equal to that which was given to Dr.
Ralph Bunche, the former UN Representative, who obtained the signing
of armistice agreements between the Arab countries and Isarel in 1949.
The present "terms of reference" under which Dr. Jarring conducts
his talks with Israel and the Arab rulers do not give him such authority.
2. Having wider powers, Dr. Jarring is to follow the 1949 example
by attempting to induce each of the Arab countries, as well as Israel,
to send representatives to a neutral place—far from influence of ex-
tremists from either side—and to engage there in peace talks. These
talks need not necessarily be face-to-face. They can follow the pattern
of the Arab-Israel armistice negotiations, which were held on the is-
land of Rhodes. During those negotiations, the Arab and Israeli dele-
gations resided in the same hotel but did not meet jointly in the same
conference room. Dr. Bunche met with the Arab delegations and the
Israelis separately until he brought them to a point of agreement.
3. Dr. Jarring should not be prevented from achieving individual
peace pacts with those Arab countries who would be inclined towards
settling the conflict with Israel. It was noted in Washington that the
interests of each of the Arab countries vis-a-vis Israel differ sharply.
It is dot expected that Ambassador Jarring will succeed in bring-
ing a speedy settlement of the Arab-Israel conflict, even with the full
backing of the Four Powers. His mission may not be accomplished for
many months. However, there is Strong belief in Washington that he
is the man best fit for the mission.and that the Arab rulers must be
made to feel that Big Powers mean what they say in backing him to
make his mission a success.
UNITED NATIONS MOODS: As in Washington, there was a strong
feeling among,members of the United Nations in the New York head-
quarters that of all the Arab rulers, Nasser may be the first to be in-
duced to reach an agreement with Israel. Egypt was the first Arab
country to sign an armistice pact with Israel in 1949.
Egypt has practically nothing to lose and much to gain from a
settlement of her conflict with Israel reached under United Nations
auspices at the insistence of Russia, France, the United States and
Britain. Israel has indicated that she would be ready to withdraw from
the Sinai Peninsula except for Sharm el-Sheikh overlooking the Strait
of Tiran. On the other hand, Nasser had indicated that he would be
ready to permit free passage of Israeli ships through all international
waterways though he excluded the Suez Canal.
Egypt has no Palestine refugees, and therefore has no Palestine
refugee problem like the one faced by Jordan and Syria. Egypt did not
admit any Palestine Arabs even from Gaza, when that region was
under Egyptian administration. It is very doubtful whether Egypt wants
the return of Gaza, which is now held by Israel.
Lebanon would certainly follow Egypt in settling the conflict with
Israel, since Israel holds no Lebanese territory and had maintained
tranquility on the Lebanese border all during the war years, except for
the recent commando raid which destroyed 13 Lebanese planes in Bei-
rut Airport. In fact, Lebanon did not even join the other Arab countries
in the Six-Day War against Israel in 1967.
The situation is different in Jordan, as seen from the UN Secre-
tariat. Firstly, the El Fatah terrorists there are keeping the King
under mortal fear for his life and play a dominating role in his coun-
try. Second, Israel will certainly not agree to withdraw from all the
territoy of the West Bank which it now holds. It may make concessions
in its willingness to reach peace with Jordan, but it is not a position
to return to Jordan all the territory gained during the Six-Day War.
With Syria, the situation is even worse. The Syrian Government is
very exteme and is practically the backbone of the Arab terrorist com-
mando movement. Israel will never agree to return the Golan Heights
to Syria which she won during the Six-Day War. These heights are of
major strategic importance to Israel. They are needed for the security
against the Syrian artillery which battered the Israeli settlements in
the Kinneret area.
Jerusalem is now a united city and Israel will never permit anyone
to divide it again. The Jerusalem issue will probably be settled within
the framework of an international agreement with Israel rather than as
part of peace talks between Jordan and Israel.

delphia Superintendent of Schools

proved and recommended list of
textbooks" because of its treat-
ment of the Nazi era.
The book, "Living World His-
tory," by Wallbank and Schrier,
was reviewed by associate super-

the book's "treatment of the Nazi
