Terrorists' Act Branded 'Despicable

Carmel asserted that one of the
captured Arab terrorists had ad-
mitted the terror squad had pro-

issue at the meeting of the Inter-
national Civil Aviation Organiza-
tion in Montreal Monday. Israel is
not a member of the ICAO. '
In December, after an attack on
an Israeli airliner at Athens air-
port by terrorists who had flown
into Athens from Beirut, Israel
attacked the Beirut International
Airport and destroyed 13 commer-
cial aircraft. That's when the UN
Security Council unanimously con-
demned Israel without condemning
the terrorist action that had moti-
vated it.
The airliner attacked in Zurich
was enroute from Amsterdam to
Tel Aviv. Four terrorists, who had
approached the plane in a Volks-
wagen from behind snowbanks,
opened fire with a submachinegun.
firing at least three bursts and
putting more than 60 bullet holes
in the plane's fuselage. They also
threw three hand grenades which
exploded too far from the plane
to damage it.
An Israeli security officer leaped
from the plane and charged the
attackers, firing a small revolver,
killing one of the four. Swiss police
and airport guards captured the
three survivors. All the passengers
and crew, with the exception of
Yoram Peress, the wounded
trainee-pilot, were brought to Tel
Aviv Wednesday on another El Al
plane.
Legal sources here speculated
that Israel might ask Switzer-
land for the extradition of the
three terrorists since, under Is-
raeli law, any attempt to damage
or divert an Israeli aircraft is an
offense regardless of where the
act is committed. However, the
Swiss-Israeli extradition treaty
does not specifically mention
these crimes and Switzerland, it
was believed, had priority since
the attack violated Swiss laws.
Confidence in Swiss action was
expressed by
Gideon Rafael,
director - general
of the Israel
foreign ministry,
who was a pas-

He said he had
talked with the
Swiss authorities
before his depar-
ture from Zurich

What possible international ac-
tion might be taken was also con-
sidered Wednesday. One possibility
being explored was an appeal to
the United Nations Security Coun-
cil, to other international bodies
and to nations that have an interest
in civil aviation.
