According to Dr. Alec Lerner, special adviser to the minister of finance, "The final decision on aliya for the entire family rests with the mother." Dr. Lerner, a physician and until recently a director of Marks and Spencer. Britain's largest de- partment store chain, said he is working on a plan to encourage the immigration of a million Jews to Israel front Western countries over the next 15 years. He ad- dressed a meeting of WIZO, the Women's International Zionist Or- ganization. He said the only way to attract immigrants from the free coun- tries is to give them the feeling they are wanted and welcomed. The right approach, Dr. Lerner said, is to give individual attention to each newcomer.
