ORT Adopts Record $17,000,000 Budget

NEW YORK (JTA) — More than
500 delegates to the 47th national
conference of the American ORT
Federation (Organization for Re-
habilitation Through Training) ap-
proved a record $17,000,000 bud-
get here Jan. 25 which will aid
over 50,000 persons in 23 countries.
The new budget represents a $1,-
800,000 increase over last year's
budget.

Dr. William Haber, Federation
president, said that one of the prin-
cipal beneficiaries would be the
network of ORT schools in Israel.
He said with a small population
and surrounded by enemies, Israel
could not afford "to lose one-fifth
of its young generation, for lack
of training for the places they will
hold." He said ORT planned to es-
tablish Israel's first institution of
practical engineering in Jerusalem.
Delegates heard Dr. Vladimir
Halperin, World ORT Union direc-
tor, report that "successive waves
of refugee immigration ih the last
15 years have more than doubled
the Jewish population of France
to over 550,000."
He noted that almost 25,000
North African Jews had come to
France since the Six-Day War
and announced plans to open ad-
ditional ORT schools and train-
ing facilities for them. He also
said that work would soon begin

in Bombay on a technical school
for girls, supplementing the pre-
sent program for boys. He fore-
saw a need to intensify services
for the Jews of Iran to "amel-
iorate age-old and still rampant
poverty."
In an extension of its technical
assistance services, ORT expects
to create facilities in Guinea, West
Africa for training of 1,000 skilled
workmen and technicians, it was
reported by Matthew Schoenwald,
chairman of the organization's gov-
ernment contracts committee.
A group of United States Peace
Corps volunteers has completed
training at the Central ORT Insti-
tute in Switzerland for assignment
to the Ivory Coast in West Africa.
He cited these as examples of ORT
projects for developing nations un-
der contracts to the U.S. govern-
ment.
Sen. Jacob K. Javits, New York
Republican, who delivered the
principal address, urged a "joint
U.S.-USSR initiative" to bring
about meaningful Israel-Arab nego-
tiations.
He called on the U.S. to probe
the possibilities for an agreement
"in concert with the USSR" whose
aim would be to establish "new in-
structions, a new framework for
the mission of Ambassador Gunnar
V. Tarring," the United National
special envoy to the Middle East.
He suggested that Britain and
France become associated with
these measures.
Sen. Javits was honored for 20
years of service on ORT's advisory
committee and board of directors.
In his first message addressed
to a national Jewish organization
since the inaugural, President
Richard M. Nixon saluted the work
of ORT internationally for a "life-
time of labor in preparing people
to stand on their own feet" in many
areas of the world.
The President's message was
sent to Dr. William Haber, presi-
dent of the American ORT Federa-
tion, to be read to the organiza-
tion's national conference at which
Sen. Jacob K. Javits is the guest
of honor.
Nixon greeted "the delegates at
the National Conference of the
American ORT Federation, and
through these delegates to the
90,000 members throughout the
United States."
Alluding to ORT's historic and
international role, Nixon declared
in his message: "For almost a cen-
tury now, your organization has
made an important contribution to
bettering the life of your fellow
man. Countless thousands of hu-
man beings in dozens of nations
around the world have been the
beneficiaries of the generosity and
the spirit of charity which inspired
and motivates your organization."
"The infinite problems that con-
front mankind today offer the la-
bor of a lifetime for many hands.
You have my compliments on
having spent more than a lifetime
in preparing people to stand on
their own feet."

6th Graders Study Talmud
in Ontario Day School

HAMILTON, Ont. (JTA) — The
Talmud is taught in the sixth grade
of Hamilton's Hebrew Academy,
the first Jewish day school in
Hamilton, according to Rabbi Her-
bert Millen, the school's principal,
who said "young minds love to ex-
plore Talmudic business ethics and
legal nuances."
Started by the Orthodox Adas
Israel Congregation in 1962, the
current enrollment of the day
school is about 200 pupils, 40 per
cent from Orthodox-affiliated fam-
ilies, 27 per cent from Conserva-
tive families and 18 per cent from
Reform families, according to a re-
port in the current newsletter of
the Council of Jewish Organiza-
tions of Hamilton. Rabbi Millen
also reported that French begins
in sixth grade, a year earlier than
in the public schools. Specialists
teach the new mathematics, he
said.
