Israeli military officials and per-

desert strugglers. ICRC also was
flying in water by helicopter to
reach the men in isolated desert
groups.
The ICRC achieved a victory
early in August in its endeavor
to arbitrate a dispute between
Israel and Jordan over the return
of Jordanians to the West Bank
of the Jordan river from which
they had fled. The Israelis asked
that the prospective returnees

was turned over to the Jordanians
for distribution, it was refused
because of the heading on it
which read "State of Israel." The
Jordanians contended that the
use of the form would be an ac-
knowledgement of the legality of
the existence of the Jewish state.
Through the efforts of the ICRC,
however, the Jordanians agreed
that a form would be distributed
to the 200,000 refugees. The re-
vised form listed Israel, Jordan
and the Red Cross on the letter-
head. Return of the refugees has
begun.
