Lubavitch-Ruzhin Center Completed LUBAVITCHER CENTER AND YOUTH WING The newly-constructed youth wing of the Lubavitcher Center, to be dedicated 6:30 p.m. Jan. 19 at the Labor Zionist Institute, will house the Mishkan Israel He- brey and Sunday schools, a pre- kindergarten,' school offices, the Lubavitcher Heder and a chil- dren's library. It will be home to the syna- gogue's Sunday clubs and "Mesibos Shatrhos" (Saturday afternoon children's club) and to the Luba- vilch Student Council and adult education board. General Assembly Votes to Send Bights Observers Into Israel jUNITED NATIONS (JTA)—Be- fore adjourning the 23rd session ktst weekend, the United Nations General Assembly adopted a reso- lution to set up a special commit- tee of three states to "investigate Israeli practices affecting the hu- man rights of the population" in the occupied areas. Israel rejected the resolution outright. The resolution received 60 affir- mative votes but when the voting was completed five delegations sought to change their votes of support to abstention or opposition. The correct vote would have been 55 in favor of the anti-Israel reso- lution, but the official record will show 60. Ambassador Josef Tekoah of Is- rael met with UN Secretary-Gen- eral U Thant after the vote, the Jewish Telegraphic Agency learned, and complained about the hasty procedures under which re- solutions were put through in the last minute rush before adjourn- ment. It was noted that 10 resolutions sent to the assembly from the third Committee were submitted for vot- ing in one-two-three order with the delegats on occasion not even be- ing able to identify the resolutions correctly. The resolution, which had been pushed through the Social, Humanitarian and Cultural Com- mittee by a coalition of Afro- Asian states and the Communist block, had been expected to lose support before coming to n assembly vote because of its openly political motives. The resolution incorporated an anti-Israeli resolution adopted at the Teheran human rights con- ference last May and enjoined Israel "to receive the special committee to cooperate with it and to facilitate its work." Israel has made it clear that it will refuse to accept the committee if the president of the General Assembly does find three states prepared to accept the mission. During the Third Committee de- bate on the draft resolution, Mrs. Tamar Eshel of Israel charac- terized it as part of "the continu- ing political warfare" carried out against Israel by the Arab states and noted that nine of its 13 spon- sors did not have diplomatic re- lations with Israel. She noted that less than half of the UN member states had sup- ported the resolution which could not therefore be considered an ex- pression of UN opinion.
