Program in Cincinnati
Tackles Delinquency

CINCINNATI (JTA) — A pilot
project to provide communal help
to parents to deal with the grow-
ing problem of Jewish teen-age
anti-social and delinquent behavior
in Cincinnati has been launched
with a program of meetings be-
tween parents and - teenagers to
give parents an idea on how life
looks to the teenager.
The program was started on an
experimental basis during the sum-
mer with six groups for which 95
persons registered, according to
officials of the Jewish Federation
of Cincinnati which is coordinating
and financing the project. Group
leadership is being provided by
volunteers trained by the staff of
the Jewish Family Service Bureau.

Toward Retarded Studied

Analysis Suggests:
Did Nasser Start
War to Save Face?

Egyptian President Nasser may
have precipitated war with Israel
in June of 1967 out of a need to
save face with Jordan and Syria
and not out of a desire for war,
despite all his belligerent state-
ments.
This analysis of the cause of the
conflict comes from Yitzhak Rabin,
then Israel chief of staff and pres-
ently Israel's ambassador to the
United States. It is reported by
George E. Gruen in "Israel, the
United States and the United Na-
tions," in an article appearing In
the 1968 American Jewish Year
Book, jointly published by the
American Jewish Committee and
the Jewish Publication Society of
America. Gruen is Middle East
specialist for the committee.
In an interview that appeared
in the French newspaper Le
Monde, Major-G e n e r a I Rabin
said he did not believe Nasser
wanted war and that the two di-
visions he sent into the Sinal
Peninsula on May 14 "would not
have been enough to launch an
offensive against Israel. He knew
it and we knew it."
Face-saving for N a s s e r, the
major-general maintained, meant
asking that troops of the United
Nations Emergency Force (UNEF)
be removed after UN Secretary
General U Thant presented Nasser
with the choice of allowing UNEF
to function without interference or
a complete UNEF evacuation.
Gruen explains that Nasser had
been criticized by both Syria and
Jordan for not doing anything to
implement Egypt's defense agree-
ment with Syria. Since Russia had
reported large concentrations of
Israeli troops preparing for an in-
vasion of Syria, Nasser thought
that he could pose as the "savior"
of Syria and enhance his prestige
;n the Arab world by ejecting
UNEF and sending troops into
Sinai. Agreeing to retain UNEF
would have left him open to more
Syrian and Jordanian criticism..
Just why Russia wanted to con-
vince Nasser that Israel was
about to attack Syria remains
unclear, Gruen writes. The So-
viet ambassador to Israel turned
down three invitations to inspect
personally the Syrian frontier.
These refusals, Gruen asserts,
were most likely "an ominous
sign of Soviet intention to in-
volve the Egyptians more ac-
tively in backing Syria." Yet,
Gruen reports the Egyptian chief
of staff after a visit to Syria saw
no Israeli military buildup, and
reportedly said, "the Russians
must have been having hallucina-
tions."
Gruen indicates that Nasser
could very well have been bluffing •
and not looking for a military con-
frontation with Israel. He had
mobilized troops in Sinai in 1960,
but withdrew them after an al-
leged Israeli threat had subsided.
But with the removal of the
3,400 UNEF troops, war seemed
increasingly inevitable. The abrupt
withdrawal, Gruen writes, was
initiated on May 16 when an
Egyptian officer told the UNEF
commander of Cairo's plan to take
over Sharm el Sheikh, the former
Egyptian outpost at the tip of the
Sinai Peninsula, that night. Two
days later U Thant received a for-
mal request from Egypt to UNEF's
total withdrawal.
The secretary general reported
that the UNEF outpost at Sharm el
Sheikh was "in fact rendered inef-
fective by United Arab Republic
troops before the request for with-
drawal was received." He added
that Egypt told him it would not
reconsider its request for removal
of UNEF. In a radio speech Nas-
ser said his troops would have
"forcibly disarmed" UNEF if
necessary.

ST. LOUIS (JTA) — A nation-
wide study of attitudes of employ-
ers toward the mentally retarded
as prospective workers, made by
the St. Louis Jewish Employment
and Vocational Service is the basis
of a special report issued recently
by the President's Committee on
Employment of the .Handicapped.

ployers surveyed expressed "favor-
able" attitudes toward employment
of retardates and more than half
of those queried reported that they
