fact that "Jews, having occupied
for so long the role of an oppressed
minority, now have great difficulty
perceiving themselves as part of
the power structure and defenders
of the establishment.
"Yet to a large degree and parti-
cularly in cities like New York,
this is the fact and this is the way
Negroes and Puerto.Ricans see it,"
Alexander J. Allen, eastern region-
al director of the National Urban
League, told a public forum on
"Negro-Jewish Confrontation" at
the 92nd Street YM-YWHA.
Shad Polier, chairman of the
national governing council of the
American Jewish Congress, which
sponsored the meeting, said the
future of Negro-Jewish relations
depends in large part on "the
way Negro spokesmen represent
the issues and the manner in
which they lead their people.

Polier declared, "to that extent
will the Negro extremists be in
position to dominate and usurp
the struggle for equality — and
thereby to inflame and misdirect
it."
Allen told the integrated audience
of 500:
"It is difficult for any Gentile
to fully appreciate the continuing
impact of Hitler's final solution
on the thinking of today's Jewish
community. Yet it is only in terms
of this background that the hyster-
ical response of many Jews to the
tiny black extremist fringe in
Ocean Hill-Brownsville can be un-
derstood.
"Racism by blacks is obviously
no more defensible than racism by
whites," "but it is basic to under-
standing it and dealing with it to
recognize that black racism is no
more than a faint reflection of and
response to white racism.
"To deal realistically with it we
must recognize the relative im-
balance between the two com-
munities in terms of both security
and power."
Thus, he continued, "The only
basis for a sound relationship bet-
ween Negro and Jew for the fu-
ture is for the two communities
to work together as peers, toward
a pluralistic American society in
which each group is free to deter-
mine its own course and no in-
dividual is restricted on the basis
of race, creed or color."
Polier said the Jewish response
to Negro anti-Semitism must be
"reasoned and calm."
"It has become clear," he as-
serted, "that the attack on Jews,
verbally and physically, in what
has been given the appearance
of a wave of black anti-Semitism,
is largely the work of black ex-
tremists and has no significant
support in the Negro population.
Jewish organizations, Jewish
spokesmen and the Jewish press,
along with the individual mem-
bers of the Jewish community,
must recognize this and not be
thrown off guard by the calcu-
lated incitements and provoca-
tions of black nationalists and
separationists."
Polier urged that "All respon-
sible members of the white com-
munity — the press, radio and TV
media in particular — must take
care not to give the extremists the
attention they want and solicit."
"Those who provide such a plat-
form for the sake of sensational-
ism," he said, "are in effect the
dupes of the bigots and racists and
are harming the relations between
blacks and whites."
Polier concluded: "The confron-
tation in Negro-white relations is
in ourselves, not with each other.
Until we come to know this — and
to master it — there will be ten-
sion and fertile ground for ex-
tremist trouble-making."

Jewish Agency in U.S.
Congratulates Nixon

NEW YORK (JTA) — The Jew-
ish Agency-American Section sent
a letter to President-elect Richard
M. Nixon, congratulating him on
his election and promising full co-
operation. The letter was signed
for the agency by Dr. Emanuel
Neumann, its chairman.
"It is our ardent hope and prayer
that your administration of the
exalted office may be crowned
with success for the good of our
blessed country and all its inha-
bitants, and the peace and welfare
of all mankind," the letter declar-
ed. "Together with all elements of
the American Jewish community
we shall be happy to offer our full
cooperation to you and the matters
of your administration in the ful-
fillment of America's noblest pur-
poses."
