Sapir has played a key role in
Israel's impressive industrial de-
velopment. He joined the Israel
Cabinet in 1955 as minister of com-
merce and industry, after serving
as director-general of the ministry
of finance for two years. He as-
sumed the post of minister of fi-
nance when it became vacant with
Levi Eshkol's appointment as
prime minister.
Sapir's government service be-
!" gan during the Israel War of In-
dependence in 1948, when he was
deputy quartermaster-general of
, the Israel defense forces. He play-
', ed a major role in sending relief
! convoys to besieged Jerusalem.
Later that year, Sapir was sent to
Europe as a special representative
of the ministry of defense, in
charge of purchasing arms and
equipment, In 1949 he was named
director-general of the ministry of
defense and two years later was
appointed director of development
and water commissioner in the
ministry of agriculture and sub-
sequently was given the added post
of director of development in the
treasury.
Born in Poland, he headed the
pioneer Hehalutz movement in
that country. In 1930 he came to
Palestine, working as a farm
laborer.

$50,000,000 Payments
on Israel Bonds Dec. 2.7'
The largest payment for Israel
Bond redemption ever made on
one day will occur on Dec. 23,
when Israel's form er finance
minister, Pinhas Sapir, will turn
over to the Chase Manhattan Bank,
fiscal agent for the State of Israel,
a check for $50,000,000, it was an-
nounced by Dr. Joseph J. Schwartz,
vice president of the Israel Bond
Organization.
The record event will be cele-
brated at a dinner meeting of the
board of governors of the Israel
Bond Organization at the Commo- !
dore Hotel, New York, with Sapir
as guest of honor. Since leaving
the finance ministry last August
to assume the post of secretary-
general of the Israel Labor Party,
Sapir has served as minister with-
out portfolio in Prime Minister
Eshkol's cabinet.
Dr. Schwartz reported that the
check to the Chase Manhattan
Bank will cover $48,500,000 to be
paid out for coupon bonds of the
first Development Issue of Israel
Bonds, all of which mature on
Jan. 1, 1969, with the balance
payable to owners of certain other
maturing Israel Bonds.
000,000, to fall due on a single day
was paid out on May 1, 1966, when
coupon bonds reached maturity.
"It is noteworthy," Dr. Schwartz
stressed, "that Israel is making
this payment promptly and in full
even though it must carry heavy
burdens as a result of the con-
tinuing crisis in the Middle East.
Israel has never defaulted on any
financial obligation during its en-
tire history. The economic prog-
ress which Israel has achieved and
which has given it this high degree
of fiscal reliability, has been due
in substantial measure to invest-
ment funds provided through Is-
rael Bonds.
"All those who are redeeming
their bonds are urged to purchase
new State of Israel Bonds. Such
reinvestment will constitute a re-
newal of their participation in the
building of a better economic
future for Israel."
During the five-year period when
the first Development Issue was
sold, Dr. Schwartz added, a total
of $234,130,000 was distributed. Of
this sum, $126,337,000 was in cou-
pon bonds, and $107,803,000 was
in savings bonds.
Redemptions prior to maturity,
he noted, may occur on the death
of the registered bondholder, or
for gifts to certain Israeli phil-
anthrophies, investment in approv-
ed Israeli enterprises, tourist ex-
penses in Israel, and in certain
other instances specified in the
Israel Bond prospectus. The first
