Bomb Damage in Jerusaleum

Leon Keyserling Elected National Head of Histadrut

NEW YORK (JTA) — Leon H.
Keyserling, internationally promi-
nent economist who served as
chairman of the Council of Eco-
nomic Advisers to President Eisen-
hower from 1950 to 1953, was elect-
ed president of the National Com-
mittee for Labor Israel, American
fund-raising and service agency
for Histadrut, Israel's Labor Fed-
eration, at its 45th annual conven-
tion here. Keyserling succeeds
Joseph Schlossberg, an American
trade union leader, who had head-
ed the committee since 1934.
Dr. Sol Stein, executive director,
reported that nearly $5,275,000 was
raised during the fiscal year end-
ed last Sept 30 for the health, edu-
cational, vocational training and
social welfare institutions support-
ed by Histadrut in Israel. He said
the income included $3,930,000 in
cash raised through the Histadrut
campaign in the United States,
Canada and Latin America and
$1,344,000 in deferred income
through the American Histadrut
Development Foundation. Hista-
drut has 2,000,000 Israeli members
including 50,000 Arabs.
Keyserling, who has prepared
four major studies of the Israel
economy, attended the world eco-

nomic conferences in Israel in
1967 and 1968 at the invitation of
Prime Minister Levi Eshkol and
has frequently served as an eco-
nomic consultant to the Israel gov-
ernment. He is presently a con-
sulting economist and attorney
with offices in Washington, D.C.
Summarizing the national com-
mittee's achievements since its
founding in 1923, Dr. Stein said that
over $67,000,000 had been raised
for the Israel Histadrut campaign,
and an additional $19,600,000 by
Pion e e.r Women, an affiliated
group, for projects of Histadrut's
Working Women's Council. The
money went toward construction
of 732 medical centers throughout
Israel; 177 cultural centers; 92
children's institutions; 52 units in
homes for the aged; 72 projects in
vocational schools; 73 libraries; 35
synagogues; 27 sports centers and
facilities; and 34 miscellaneous
projects.
Yehoshua. Levy, Histadrut treas-
urer, sent the convention a mes-
sage saying that the voluntary
agencies of Histadrut "must be en-
larged to serve the growing popu-
lation, particularly the new immi-
grants and the youth." Histadrut's
medical service is the largest in
Israel covering 72 per cent of the
entire population, with an annual
budget of nearly $100,000,000.
President Johnson sent greetings
saying Histadrut's efforts "closely
parallel America's efforts to build
a better society" for its citizens.
The National Committee raises
funds among trade unions, Jewish
organizations, Jewish federations

and welfare funds, and individual
donors.
The convention concluded with
the adoption of a $6,000,000 goal
for the 1969 Israel Histadrut cam-
paign on behalf of health, educa-
tional and social welfare programs
in Israel. This sum will go toward
an overall budget of the Histadrut
assistance fund of $16,340,000 with
Histadrut contributing the balance.
The convention adopted a resolu-
tion assailing Russia for its con-
tinued supply of modern, sophisti-
cated weapons to the Arab states
and called on President-elect
Richard M. Nixon to "follow
through" on the sale of American
Phantom jets to Israel now being
negotiated.

NY Petroleum Firm Seeks to Buy Interests in Israel

NEW YORK (JTA) — Belco Pe-
troleum Corp., a New York firm
which last week announced an
ageement for exploratory oil drill-
ing off Israel's shoreline, disclosed
it was negotiating an agreement to
acquire assets of a firm which im-
ports crude oil into Israel.
Belco is seeking to acquire the
assets of Sonneborn Associates
Petroleum Corp., of New York, the
importer, for about 215,000 Belco
common shares. Belco's common
shares closed on the stock market
last Friday at $49.25, and the trans-
action would therefore involve
$10,600 ,000.

Belco announced last week an
agreement with the Storm Drilling
Co, to begin offshore drilling in the
Mediterranean, off the Israel coast.
Belco holds 60 per cent interest in
801,000 acres of leases offshore; the
Israel government holds the bal-
ance.
Acquisition of Sonneborn, Belco
said, would complement its explor-
atory program in Israel and furn-
ish outlets for its growing oil pro-
duction either directly or through
oil exchange agreements with
other companies. It said Sonneborn
operations "have been consistently
,profitable .oyer, its 12-yea.r.life-7.
