Renewed Eban-Jarring Negotiations Foreseen; Phantoms Delivery Pressed with the present administration which has only eight weeks remain- ing in office or with President- elect Nixon and his staff who have not yet assumed responsibility for American policies. The sources said that February or March were more likely to see new developments than January, when the new Presi- dent is inaugurated, because the Middle East is not expected to be first priority on the next adminis- tration's agenda. The Vietnam war and domestic matters take precedence over it, the sources said. They believed that in late winter Prime Minister Levi Eshkol or another cabinet minister would visit the U.S. to meet with the new President. Circles close to the Prime Mini- ster's office Monday welcomed statements concerning Israel which President-elect Nixon made in an interview published Sunday in the London Observer. They noted that Nixon repeated his stress on the need to keep Israel's deterrent strength intact, a position he took during his pre-election campaign. They attached significance to the fact that he repeated his position now tthat his status has changed and he is shortly to assume respon- sibility for American policy. Nixon has not yet replied to Prime Mini- procedural matters which might ster Eshkol's cable congratulating include urging each party to him on his election victory on Nov. clarify its views In replying to 5. He has replied to congratulatory the other side. Dr. Jarring's mis- messages from President Nasser of Egypt and other heads of govern- sion mandate expires Nov. 30 ment. and is expected to be renewed. (In Cairo, the semi-official news- Diplornatc sources indicated that sso new developments can be ex- rela- in American-Israeli pected tions before next February or March. They noted that there was JERUSALEM (JTA) — Contacts between Foreign Minister Abba Eban and Dr. Gunnar V. Jarring, United Nations special peace en- voy to the Middle East, will re- sume at the beginning of Decem- ber. They probably will get to- gether on Cyprus where Dr. Jar- ring established his headquarters a year ago, reliable sources said. (According to a report from Wash. ington Monday, Dr. Jarring was due to leave the United States this week and was said to be trans- ferring his mediation efforts back to Nicosia, Cyprus. The report said that he was to confer Tuesday with Secretary of State Dean Rusk. He may set up his headquarters in Geneva, UN sources said.) It was teamed tthat Israel has made it clear to Dr. Jarring that Lis mission might be ended pre- maturely if he raises any sub- stantive proposals of his own in which either side in the Middle East dispute sees it wronged and consequently loses trust in his good offices. It is believed here that Dr. Jarring is himself aware of this pitfall and will continue as before as a mediator, hearing the views of each party ond con- veying them to the other side. If he does act on his own initiative, observers said, it will be only on Stile point in raising new matters Export of Aircraft Made hi Israel Is Expected to Triple in 3 Years (Direct JTA Teletype Wire to The Jewish News) TEL AVIV—A bright future was predicted Tuesday for Israel's air- craft industry, which is expected to have a strong effect on Israel's economic growth and stability. Goodell Will Press Nixon for Phantom Delivery NEW YORK (JTA) — Sen. Charles B. Goodell, a Republican, and two Democratic members of Congress, said they would urge the incoming Nixon administration to deliver immediately Phantom jets to Israel. They maintained that the F-4s are necessary to pre- serve what they termed a neces- sary Middle East arms imbalance in Israel's favor. Addressing the American Israel Public Affairs Committee, Sen Goodell said: "It is our obligation to see that a treaty is signed between Israel and the United States guaranteeing Israel's political and territorial security." Similar views were expressed by Reps. Jonathan Bingham, William F. Ryan and Rep.-elect Mario Biaggi. Sen. Goodell told Washington television viewers that American troops should be used if necessary to save Israel from conquest. He opposed any U.S. intervention in the event the Soviet Union invades any Eastern European Communist state. But, he said, if Israel "is attacked and is in jeopardy, we should support it . If it required American troops, I would be for it." Israel-Nasser Had Contact THE DETROIT JEWISH NEWS TEL AVIV (ZINS)—There was a time when direct diplomatic talks were conducted between Israel and Nasser, Shimon Peres, one of the most influential leaders in the United Labor Party and former defense minister under David Ben- Gurion, disclosed here. During these conversations, Nasser re- quested, to begin with, that Israel relinquish the southern part of the Negev in the vicinity of Eilat. This would afford Egypt a direct link with Jordan. Peres pointed out that those who believe in a possibility of peace with Nasser are deluding them- selves. FOR THE BEST DEAL . . .
