TEL AVIV — A group of
Israel
Labor Party members representing
its younger element and those dis-
satisfied with the present leader-
ship met with Defense Minister
Moshe Dayan Monday and agreed
that the party must begin a discus-
sion of policy on the occupied Arab
territories as "a matter of major
importance."
The group, which included Shi-
mon Peres, head of the former
Rafi faction and younger members
of the Mapai faction, said they
wanted to infuse life into Israel's
largest political party by discussing
and deciding major issues when
they arise.
They backed Gen, Dayan against
the criticism leveled by the party's
secretary general, former Finance
Minister Pinhas Sapir, over Gen.
Dayan's policies in the occupied
territories. They said that Sapir's
questioning of the wisdom and
effectiveness of those policies,
which at times amounted almost
to a personal attack on Gen. Dayan,
made it more urgent for the party
to thrash out the issue. Some sug-
gested recommending Gen. Dayan
as a future prime minister, but he
discouraged discussion of the mat-
ter. He said it was "neither the
time nor the place" and that such
matters should be" discussed prior
to next year's national elections.
Dayan cited a long list of deci-
sions by the cabinet and other
official government bodies to
support his contention that his
proposal for the economic inte-
gration of parts of the West
Bank with Israel was not con-
trary to government policy. Gen.
Dayan's proposal aroused criti-
cism in some quarters, particu-
larly from Sapir. Gen. Dayan
said that if any ministers did not
agree with his proposals, they
could raise questions at cabinet
meetings.
He appeared before the Knesset
to answer questions concerning his
suggestion made in Beersheba a
week ago that an integrated eco-
nomic entity be created embrac-
ing the Judaen Hills region from
Jerusalem through Hebron and
south to Beersheba.
A heated debate is expected
when the cabinet meets next week
over the question of the economic
integration of occupied Arab terri-
tories with IsraeL
Ministers who reject Gen. Day-
an's view claim he had no right
to inform the Knesset of minis-
terial committee decision, some
of which have never been an-
nounced. They also dispute his
conclusion that many separate de-
cisions add up to a formal policy
line. Eshkol is expected to be
asked to intervene in the dispute
when he returns from his conval-
escent holiday.
Foreign Minister Eban said in a
TV interview last week that reports
of differences among Cabinet mem-
bers on the peace issue were great-
ly exaggerated by the press in
Israel and abroad. He said that
most Cabinet minister agreed in
principle that Israel was prepared
to accept borders different from
the present cease-fire lines in ex-
change for peace with her neigh-
bors.
Referring to reported different
approaches to peace and boundary
questions by Deputy Prime Minis-
ter Allan, Gen. Dayan and Minis-
ter-Without Portfolio Sapir, Eban
said the views they shared were
far more important than those that
divided them.
Speaking of the Jarring peace
mission, be said he did not think
the UN envoy would try to make
any substantive suggestions of his
own for a settlement because that
was outside of his Security Coun-
cil mandate.
