Here's a doozy--In Greene, N.Y.. you cannot eat peanuts and walk backwards on the sidewalk while a concert is on . . . A lot of folks would probably like to make this one a national law—about an Astoria County, Wash., ordi- nance decreeing that all restaurant menus must be written in the "American" language . . .
