to Claim Bias

vestment in the Alliance Tire and
Rubber Co. of Hebron was an-
nounced by the firm's Akron part-
ners Monday at a reception given
by Finance Minister Zeev Sharef,
who is also Israel's minister of
commerce and industry,
The Americans said the invest-
ment would be spread over three
years and would increase the fac-
tory's productive capacity by 80
per cent. About one-third of the
Alliance output is exported and
the balance is absorbed on the
local market and by Israel's foreign
automobile assembly plants.

Several ministers had pressed
Eshkol to dissociate himself pub-
licly from Gen. Dayan's address.
Some political parties, particularly
the Free Center, have decided to
seek a vote of non-confidence in
the government when the Knesset
reconvenes next week after the
summer recess.
Ambassador Gideon Rafael, di-
rector-general of Israel's foreign
ministry, denied that peace talks
have been taking place between
Israel and Jordan anywhere or on
any level. Such reports were widely
circulated in the Israeli press and
abroad. Rafael's mention of "peace
feelers" between Israel and Jordan
in a radio interview Oct. 19 made
headlines in Israeli newspapers
which hailed his remark as "the
first official confirmation" of such
contacts.
Foreign Minister Abba S. Eban
said Sunday that although there
had been no dialogue between
Israel and any .Arab .state yet, he
thought the stage had been reached
for Israel to decide what positions
it will take should peace talks with
the Arabs materialize. Eban spoke
