Friday, October 18, 1968-45 UNRWA Finances `Precarious,' Says Chief Michehnore UNITED NATIONS (JTA) - The commissioner-general of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) warned Tuesday that UNRWA's financial situation is "precarious" and that the outlook for its future was "even more alarming." The official, Laurence Michel- more, told the General Assembly in his annual report that unless UNRWA received additional con- tributions amounting to 10 per cent of its prospective income for the current year, a reduction in services to the refugee population would be inescapable. Michelmore stated that such a reduction would result in "human hardship and suffering and the likelihood that the efforts" of Middle East peace envoy Dr. Gun- nar V. Jarring "will be jeopar- dized." He said that if the assembly should extend UNFcWA's mandate beyond June 30, 1969, the situa- tion of the refugees would re- quire the agency not only to main- tain but also to expand its health and education services. He said it would do so to the extent that funds made it possible. Michelmore estimated that UNRWA would need $42,500,000 in 1969 to carry on present programs but estimated that income was not expected to exceed $37,600,000, leaving a prospective deficit of $4,900,000. The UN official said that UNRWA's capacity to help was diminished by the fact that some of its best camps, schools, clinics and other facilities stood idle in the West Bank town of Jericho, while the one-time in- habitants eked out a bare sub- sistence in tent camps or other interim accommodations in Jor- dan. UNRWA had been prepar- ed-and was still prepared-to improve conditions in the emer- gency tent camps. Michelmore said, but added that there was a striking incongruity between hav- ing to improvise and to expend limited resources while perman- ent camps and facilities lay idle on the West Bank. Michelmore said that the great- est demand for UNRWA services during the year came from Jordan where the number of Palestinian refugees increased to 455,500 plus some 38,500 from Gaza. In addi- tion to these, the Jordan govern- ment also registered some 246,000 persons displaced from the West Bank and the Gaza Strip, he said. Michelmore said that in general, cooperation between UNRWA and local authorities had been good. He said consultations had been held with the Israel government to reconcile UNRWA statistics with those produced by the Is- raeli census. He said the agency's current estimate of the number of refugees remaining on the West Bank is 245,000 of whom 140,000 are ration recipients. Ex-Indian Envoy Suggests End to Mid-East Deadlock Arthur Lall, former Indian am- bassador to the United Nations, offers a proposal to break the Arab-Israeli deadlock over the is- sue of direct negotiations in "The UN and the Middle East Crisis, 1967," to be published Tuesday by Columbia University Press. Lall suggests two separate but identically-worded treaties, one signed by Israel and other UN members and the other signed by the Arab states and other UN members. "In this way the Arab states and Israel would both be bound by treaties involving them- selves and the great powers and other members of the United Na- tions, and yet direct treaty rola- would be deferred to a future date," he notes.
