Attorney General Frank J. Kel-
ley last Friday compared Senator
Robert Griffin's role in leading the
filibuster which prevented a vote
on the nomination of Abe Fortas
for chief justice of the United
States Supreme Court "to the ac-
tions of a heckler during a Presi-
dential campaign who is afraid or
unwilling to let the processes of
democracy work in their normal
way." He said that Griffin's ef-
forts "had aimed a damaging blow
at our constitutional doctrine of
separation of powers between the
branches of government."
Kelley's remarks were made as
he introduced former Senator Paul
B. Douglas of Illinois to the Demo-
cratic dinner at the Pantlind Hotel
in Grand Rapids. Kelley said:
"T h e technique fashioned by
Senator Griffin, the filibuster, is
one which paralyzes the democra-
tic process and prevents the rep-
resentatives of the people from
voting their conscience. Like the
raucaus heckler during this Presi-
dential campaign, Senator Griffin
is either afraid or unwilling to let
these processes of democracy
work."
Some opponents of the confirma-
tion of Justice Abe Fortas as chief
justice of the United States were
, charged with seeking to impair the
independence of the Supreme
Court and subject its judgments
to political influence.
The charge was made by the
National Jewish Community Rela-
tions Advisory Council in a state-
ment unanimously adopted by the
council's executive committee.
The statement condemned the
filibuster as a device for pre-
venting the Senate from discharg-
ing its constitutional responsibility
and called for cloture and a vote
on the issue.
Mr. Justice Fortas prepared his
letter of withdrawal on the day
of Yom Kippur and he was not
in his court room on the Day of
Atonement.
