after he had written this advice to Zionists, that: "There never was,

outset in his introduction:
"Dr. Kohler finished his work before the end of the First World
War. The Balfour Declaration had been but recently proclaimed and

possibly have foreseen, in 1918, that within less than a decade the
National Socialist movement would appear in Germany and come to
full power before a second decade had passed. No one could have
