Federation Leaders Greet Community on the New Year

Hyman Safran, president, Jewish
Welfare Federation, and William
Avrunin, executive vice-president,
in New Year's greetings to the com-
munity noted the accomplishments
of the past year in helping provide
the services that our fellow Jews
in Detroit need as well as increase
our aid to Israel and our brothers
throughout the world, and stated:

ponsibility.

The HebreW daily Haaretz and
the English-language Jerusalem
Post said it will be widely believed
that the decision by Prime Minis-
ter Levi Eshkol was aimed at De-
fense Minister Moshe Dayan, al-
though Gen. Dayan apparently con-
curred in it. They said the move
was evidence of "political jockey-
ing" in the struggle for leadership
inside the dominant Israel j..abor
Party.
Gen. Dayan, whose ministry is
directly concerned with the opera-
tions of the military governments,
has been making personal calls on
Arab dignitaries in the occupied
territories in recent days and is
credited with having eased ten-
libns there.
Haaretz commented that Minis-
ter of Interior Moshe Shapiro, for
example, might not have had the
same influence on the Arab leaders
in Nablus as Gen. Dayan "who
soothed a dangerous mood in that
town two days ago." -
The paper suggestea that even if
Shapiro used the same words and
same approach as Gen Dayan, "the
Israeli newspapers Monday de-
question was one of personalities
as well as approach."

Israel Will Place Civilian Matters
in Occupied Lands Under Ministries

JERUSALEM (JTA) — The Is-
rael Cabinet Sunday moved to
shift.the administration of the oc-
cupied Arab territories from mili-
tary to civilian control. According
to an announcement following Sun-
day's cabinet meeting, all civilian
matters in the occupied territories
will in the future be handled by
the ministries concerned, just as
inside Israel proper. A ministerial
committee headed by Prime Minis--
ter Levi Eshkol will coordinate
over-all policies. Security matters
'will remain the responsibility of
the military government, the an-
nouncement said. But future con-
tacts with the he -ads of local Arab
communities will be made directly
through the ministries rather than
through the military government
as heretofore.
All public announcements con-
cerning residents of the occupied
areas will also be made by the
ministries concerned.
In dealing with the occupied ter-
ritories, each ministry will act
within the framework of its bud-
