Practical Dreamers Applauded Israel's Problems Enumerated

If there is one lesson to be
learned in this 21st year of the
renewed independence of Israel,
in this 1898th year since the de-
struction of the last Jewish com-
monwealth. in this 1968th year of
the common era and in this 5721th
year of the Jewish calendar, it is
that. . .
Dreamers are realists and real-
ists are impractical men!
When Theodore Herzl convened
his first Zicinist Congress 71 years
ago, who would have believed that
a dispersed. persecuted and ppwer-
less people could build a homeland,
much less a state?
Only dreamers. Not practical
men.
Who would have believed 50
years ago during World War I
oppressions by the Turks against
the tiny Jewish community of
Palestine that this community
could survive, much less flourish?
Only the dreamers.
Our primary task today is to
consolidate our achievements, in-
tensify the ingathering of our
people from the four corners of
the earth and thus secure the

state for the generations ahead.
An unlikely dream?
Only if you are a "practical"
man.
A reality — if you are a
"dreamer."

Since the end of the Six-Day
War more than 190 Israelis have
lost their lives in border incidents
and more than 630 have been

mounded.

Thou?h it is no consolation, the
enemy suffered more than ' 780
fatalities and 630 wounded during
this same period.
Thus, on the 'eve of this most
momentous of Jewish New Years,
the six days of war has been ex-
tended indefinitely and the seventh
day' of peace continues to evade
our grasp like the elusive horizon
which recedes as one approaches
it.
Nevertheless, despite some dark
clouds the future of Israel and of
the Jewish people holds more
pront.e today than it has during
any other period in the present
century. One may venture several
predictions, therefore. based on the
full experiences of the past event-
ful year.
Defense expenditures for the fis-
cal year 1968-69 will amount to
8530.000.000, four times more than
four years ago and double the
amount budgeted before the Six-
Day War. This is treble the amount
budgeted for all government de-
velopment projects during the com-
ing year and one and a half times
more than the government's in-
come from income tax (i.e. direct
taxation).

Today, a modern tank, for ex-'
ample, costs $350,000; a jet fighter,
almost $2,000,000; a submarine,
$4.000,000 and a Hawk anti-aircraft
guided missile battery, $7,500,000!

Only last month the government
approved a new non-budgeted ex-
penditure of $4,000,000 to build
underground shelters in the fre-
quently shelled border settlements
of the Jordan and Beit She'an val-
leys, for putting reinforced con-
crete roof s on the children's
homes, for digging communica-
tions, trenches and for paving 90
miles of border roads in order to
prevent mining.
Israel. also, must still pay for
many expenditures arising out of
the Six-Day War, not the least of
which is caring for the families of
the 774 dead and rehabilitating
the 2,586 wounded. In addition,
$35,000,000 is being spent annual-
ly for government services in the
new territories.

According to Israel Defense Min-
ister Moshe Dayan, the Arab ene-
mies are not in a worse state to-
day as a result of the Six-Day
War. Egypt. which lost an annual
output of 5.000,000 tons of oil
in the Sinai. has already increased
its outnut to 6.000,000 tons. It also
lost some 5500,000,000 in annual

revenue from oil, Suez Canal tolls
and tourism but is today getting
$700 a year in grants, molly from
Arab countries but including also
Western sources.

While the Arabs lost 12,250 dead

these countries the number of con-
tributors doubled from 200,000 to
400,000. This unprecedented out-
pouring came from amidst a total
Jewish population of 2,500,000.
They raised 75 per cent as
much as American Jewry who are
more than double their number.
Contributions this year are run-
ning about half of what they were
during the Emergency campaign
of the past year, which still is
six times more than the amount
contributed in a normal year, and
in some communities, the start-
ling results of 1967 are being vir-
tually maintained.
In all, the imediate past is glori-
ous; the present is sunny and the
future, while partly cloudy, has
enough silver linings to dispel any
pessimism, provided of course,
that the sunshine of Jewish inspira-
tion and unity continues to glow
as brightly and to nourish us as
it did during the past year of vic-
tory and salvation.
