Construction work has been started on the new Arad chemical
complex, being built with the help of Israel Bond funds. The initial
ground leveling and construction of the complex, which is located
in the Negev development town of Arad, will cost about $20,000,000,
and the total cost of the plant will be $40,000,000. When completed,
the Arad complex will enable Israel to sell processed chemicals, as
well as raw materials, on the world market and thereby advance
Israel's progress toward a favorable trade balance, which has been a
primary target of the Israel Bond program since 1951.

Three major Reform congrega-
tions in Baltimore, which coopera
tively guaranteed the mortage of
a fourth one, demonstrate daily
the values of cooperation through
a variety of joint programs for all
of their 3,740 member families.All
four also support a Reform con-
gregation in Israel. A spokesman
for the Union of American Hebrew
Congregations, the parent body of
Reform synagogues, called the
Baltimore development unique.
Among the cooperative four-
congregation programs are a He-
brew school, teachers institutes,
adult education and exchange of
the rabbis. The participating con-
gregations are the 1,600-family
Baltimore Hebrew Congreation;
the 1,200-family Oheb Shalom; the
700-family Har Sinai, and the 240-
family TeMple Emanuel. The three
major congregations are each
more - than 100 years old.
Temple Emanuel, the beneficiary
of help from the three, is about 10
years old. The story of the coop-
eration—instead of the much more
typical competition—dates back to
about 15 years ago when the three
major congregations, following
their congregants, abandoned what
was then central city Baltimore to
move to Park Heights Avenue in
what was then suburbia. They
found themselves located within a
half mile of each other. With
rabbis and lay leaders leading the
effort, the congregations began de-
veloping cooperative programs.
The fourth Reform temple chose
to locate in a mushrooming subuib
about a 10-minute car drive from
the other three.
Religious school facilities of the
three major congregations were
made available to the children of
the new congregation without
charge.
Summer services are held in one
synagogue each year on a rotating
schedule. A reciprocal exchange of
pulpits provides for sharing of
duties by the eight rabbis and four
cantors and in this way three of
the temples are able to close down
for the summer "with a substan-
tial saving in maintenance costs"
and more time for the rabbis for
leisure and travel.
A semi-annual teachers' insti-
tute, as well as regularly sched-
uled conferences, provides oppor-
tunities for in-service training for
teachers of both the weekend and
midweek schools.
The officers, rabbis and admin-
istrators of the four temples form-
ed an executive council which con-1
siders special areas not included
in the general program. A Reform
temple in Annapolis is helped
financially to make possible for
it to offer a weekly Sunday morn-
ing service and breakfast to Jew-
ish midshipmen at the U.S. Naval
Academy.
