constructive achievements rather
than with hostility and war," he
added.
"Israel has the talent and skills
and by now the experience of
dealing with the environment and
the resources in the Middle East
which are readily transferable.
Therefore, it is entirely realistic
to expect prompt and major de-
velopments in the Arab countries
under peaceful and normal rela-
tions in that region."

enough to call for peace. He ex-
pressed fear that peace "may be
a long way off" and warned that
events might be leading to another
Arab-Israel war.
Kenen praised the change in
U.S. roreign policy which came
about with the Six-Day War, but
he noted that there were "many
disagreements between Israel and
the United States, with the U.S.
expecting ,Israel to make substan-
tial concessions on frontiers, re-
fugees and Jerusalem. Also, he
said, the United States "has not
accepted Israel's contention that
there must be direct negotiations,"
