Spain Credited With Rescue of Hundreds
of Jewish Families From Egyptian Prisons

WASHINGTON — Since the Six-
Day War, secret negotiations con-
ducted by Spain have resulted in
freeing of several hundred Jewish
families from Egypt, the Washing-
ton Post said Wednesday.
"Possibly 500 families — Egyp-
tian citizens as well as aliens —
have been helped to get out of
Egypt and have been dispersed"
to Western countries. "Many state-
less Jews," the Post said, "have
been given Spanish passports."
It said the International R e d
Cross and United States Jewish
organizations have aided the ef-
fort.
"Some estimates are that 1,000
Egyptian Jews, most of them
permitted to take only their per-
sonal belongings, have been
helped to resettle abiroad," the
newspaper reported.
The Post, noted, however, that
"an estimated 250 Jews remain in
confinement, principally in the Al-
Thawra Prison near Cairo. Other
Jews freed previously have al-
leged that they were forced by
prison officers to submit to sexual
perversion and other indignities
and were beaten and tortured."

Last December, the exodus was
reduced to a trickle, and since
July, the Post said, the Jewish
exodus has apparently stopped.
The Post pointed out that "A
few Jews also have been enabled
to get out of Iraq, but usually only
upon forfeiture of their goods and
payment of ransom. Syria has re-
fused to grant exit permits."
Credited with the largest role in
arranging the release of many of
the Jews is the Spanish ambassa-
dor in Cairo, Angel Sagaz. Sagaz,
the Post noted, "played an impor-
tant role in getting Jews out of
Nazi Germany during World War
II." France reportedly has been
active also on their behalf. •
The Post quoted one Jew res-
cued from an Egyptian prison as ,
saying that Ambassador Sagaz
"went back as far as the Inquisi-
tion in order to construe for the
Sephardic Jews a Spanish origin
and give them a passport."
According to the Post, "Egyp-
tian authorities arrested an es-
timated 500 Egyptian Jevvs,
chiefly in Cairo and Alexan-
dria," when the Six-Day W a r
broke out. "Most of them are
heads of families, a n d some
have remained in prison contin-
ually since then."
The Post noted that allegedly
"on the third day of the war about
50 Egyptian Jews were put in uni-
forms in Cairo and paraded
through the streets in an effort to
convince the public that they were
Israeli prisoners."
According to the figures avail-
able to the Post," Before the 1967
war, there were approximately
2,500 Jews in Egypt. About 1,500
were in Cairo and 1,000 in Alex-
andria. Until the earlier 1956 war,
the Jewish community in Egypt
numbered 75,000-80,000.
"About 3,500 Jews are thought
to remain in Syria, where there
were 40,000 in 1940s. No accurate
figures are available for Iraq. But
about 120,000 Jews fled from Iraq
to Israel in 1948."
The Post added that "At the
United Nations, Israel has insisted
that an investigation of the situa-
tion of Jews in Arab countries be
linked with any inquiry into con-
ditions of Arab inhabitants in Is-
raeli-occupied territories, as asked
by Arab governments. U Thant has
accused Israel of frustrating the
latter investigation."

Dispute -Between Tenants,
Landlord Arbitrated by
Boston Rabbinical Court

BOSTON — A history-making
agreement — hammered out in
three months of arbitrated nego-
tiations between landlords and
tenants and outlining the rights
and obligations of each to the
other—was signed Aug. 5 by rep-
resentatives of the South End Ten-
ants Council and the Mindick
family real estate interests.
What makes the agreement his-
toric is that it was arbitrated by
the Rabbinical Court of Justice of
the Associated Synagogues of
Massachusetts. The agreement is
binding in civil courts.
It is the first time in U.S. history
that a rabbinical court, normally
concerned with interpretation of
Jewish law, divorce cases, disputes
between synagogues, religious
functionaries and family counsel-
ing, has entered a social problem
of such .magnitude.
The agreement provides for a
board of arbitration empowered
to sue, to hold rents in escrow or
apply such rents to emergency re-
pairs. The agreement also provides
for a board of review to be desig-
nated by the rabbinic court to
which the landlord or tenant may
appeal any decision of the board
of arbitration. The decision of the
board of review is final and bind-
ing and there is no recourse to any
other appeal.
The decision to take the case
to the rabbinical court was made
after several meetings to discuss
code violations among landlords
in the South End. A picket had
been set up outside the home of
Cantor Israel Mindick, one of the
re altors.
Rabbi Judah Miller, chairman
of the social action committee of
the Massachusetts Board of Rabbis,
helped devise the plan to present
the tenants' case to the rabbinical.

LONDON — Private investors
headed by the British industrialist
Sir Isaac Wolfson may acquire
control of the Israel government-
owned Yuval Insurance Co., the
Evening Standard reported.
The firm is one of a number of
state-owned enterprises that the
government is planning to sell to
private interests in the aftermath
of the World Economic Conference
in Jerusalem last spring. Accord-
ing to the Standard, the Israel gov-
ernment invested the equivalent
of $800,000 in Yuval. The new own-
ers are expected to, put in more
than $2,400,000,
