However, the UN has seen no imperative in forcing the Arab states to cease their guer- rilla warfare, in violation of in- ternational 1 a w (Oppenheimer- Lauterp acht. "International Law." ) Dr. Goodhart regards it a mis- leading analogy to compare the Arab guerrillas with the French Resistance forces of World War II. The Resistance was consid- ered an integral part of the Al- lied forces, which were actively engaged in a war. If the Arab guerrillas are to be considered an "integral part" of the Arab armies, then their raids on Israeli territory are a breach of the cease fire. "If, on the other hand," writes Dr. Goodhart, "these guerrilla bands are independent, Caen Israel is entitled to take the necessary counter - measures for its self- preservation." Dr. Goodhart again quotes inter- national law to defend Israel's right of pursuing raiders into the neighboring country which has failed to take action against the marauders. And, "If. in such cir- cumstances, the neighboring coun- try attempts to protect the guer- rillas by attacking the pursuers. it is itself committing an unlawful act, just as an individual who aids an escaping wrongdoer is himself committing a wrong." Though critical of the United Nation's failure to stop such raids, Dr. Goodhart also takes a potshot at the United States for its continued arms sales to Jordan on grounds that "if we don't, they (meaning the Russians) will."
