Israel's Policies Negating Piracy

Regardless of the outcome of the hijack-
ing outrage that forces the Israeli El Al plane
to be pirated into Algeria, the fact remains
that abuse of the primary principles of law-
ful travel has emerged as a cause for concern
for the entire world. -
If people are to be confronted with
fears not only in their daily lives, in the
large cities of the • -United States and num-
erous other countries, but also while they
are traveling in the presently accepted, pre-
ferred means of transportation, then the
world's sense of security will be further ag-
gravated.
The failure of Algeria to release the Is-
raeli crew and the El Al plane is an indica-
tion of the backwardness of a country that
has not learned a lesson from previously es-
tablished procedures in similar experiences.
Thus, when American planes were hi-
jacked and taken to Cuba, the Cuban govern-
ment promptly released planes and crews.
Israel is on record as having released the
planes of her worst enemies when they
landed accidentally in her territory.
Several years ago, a plane on its way to
Amman, Jordan, was- forced to land in Israel.
There were many Arab passengers on that
plane. All of them, the crew and the plane
were permitted to proceed to their original
destination after only an overnight stay in
Lydda Airport.
Even a Lebanese military plane with its
crew and a photographer were detained for
only two days when they were forced to
land in Israel in May 1954.
In December of 1954, a Syrian plane
landed at Lydda Airport and was promptly
released.
There were other precedents for inter-
national decency in Israel's actions after
forced landings of planes from countries
that have declared themselves the Israelis'
avowed enemies. An Indian plane made a
forced landing in Israel in October 1955,
and the 17 Arab passengers on the plane

were released. Another Indian plane made
a forced landing at Lydda in January 1956,
and an Egyptian officer who was among the
travelers was permitted to leave immediately
with the rest of the passengers.

Only two hours after a Lebanese plane
was forced to land in Israel on its Gaza to-
Beirut trip, in May 1958, plane and crew
were released.

on their journey.
But these precedents seem to have had,
no effect upon the terrorists, and the gov-
ernments with which they are collaborating
have not learned the lesson of decency.
As a matter of fact. last week. Libya be-
came involved in another law-breaking in-
cident when the British Overseas Airways
Corporation posted a $12,000 bond with
Libyan customs authorities in order to secure
the release of a VC-10 BOAC airliner that
was impounded in Tripoli on the charge
that it violated the Arab anti-Israel boycott.
The extent to which hate for Israel will
lead to irrationality was indicated by the
fact that the impounding of the BOAC plane
resulted from the location by customs of-
ficials of a case placed by a British subject
in error on the Tripoli-bound instead of a
Tel AViv craft.
How far can such abuse of international
law and human relations among peoples go?
There will no doubt be constant changes,
and the El Al plane's hijacking may represent
an experience that will force an abandon-
ment of piratical intentions. In the mean-
time, hatred for Israel has contributed to
lawlessness, and the enemies of the Jewish
State refuse to learn from the lessons Is-
rael offers to encourage cooperation that
could well lead to an end to conditions that
have perpetuated the boiling cauldron of the
Middle East.

Deplorable New Kerner Report

Charges by the National Advisory Corn-
mision on Civil Disorders, headed by former
Illinois Governor Otto Kerner, that Jews are
"proportionately over-represented in ghetto
businesses," that they "exploit" and "mis-
treat" Negroes," are subject to challenge.
These are generalizations without sub-
stance, based on hearsay, more often denied
than affirmed by Negroes themselves.
The fact is that in Detroit, very few Jew-

Many anthological works have been published containing gems
from the sayings of great personalities. Works with quotations on
religions, on all aspects of theology. have appeared during the past
few years and many of them have been meritorious.

Topping most of them with its variety of subjects and the extent
of areas covered is the new work, "The World Treasury of Religious
Quotations," published by Hawthorn Books (70 5th, NY11). Compiled
and edited by Ralph L. Woods, this collection contains more than
15,000 selected sayings. It covers all faiths, is replete with expressions
of beliefs, of differing convictions, including dissents. It draws upon
modern as well as ancient sources.

The manner in which the compiler and editor arranged the
subjects is highly commendable. It includes every conceivable
topic—for instance, the subjects which commence the gathering
of titles and contents are Abandonment, Abortion, Abstinence,
etc.—and writings of Buddhism, Hinduism, Taoism, Confucianism,
Islam, Zoroastrianism, the Talmud and other Jewish works are
represented.

Woods explains that because "Christianity is a fundament of
western civilization" this volume has a predominantly Christian em-
phasis. But he has, as his work proves, "striven for objectivity." He
makes this interesting explanation:

"The book contains only two quotations from the New Testament,
and none from the Old Testament, except where several authors quote
a few words from the Bible. Moreover, there are only a few passages
of an exegetical nature. Because -of the many books of biblical quota-
tions and of biblical commentary, it would be superfluous to include
such material in this book, particularly since it would result in the
exclusion of an equal number of significant but less available quota-
tions on a host of other subjects of a religious nature."

Shifting Population-a Nationwide Trend

A survey conducted by the National Geo-
graphical Society, just made public, indicates
that a fifth of the population of the United
States changes residences every year; that
while most of the people remain in the same
county and many in the same community,
one in every six moves to another state.
There is a mobility that shows a trend of
constant changing of residences, resulting in
heavy costs in moving, affecting the economic
status of many. In this trend is reflected
the tragedy that marks the decline of the
Big Cities.
These revealing facts have some bearing
on the movements to suburban areas and in
some measure explain changes in Jewish
neighborhoods that have been the cause o-f
so many disputes in recent times.
