`Impasse' Revealed by Teachers
in Negotiations; UHS Faces Crisis

The Association of H e b r e w
School Teachers of Metropolitan
Detroit announced this week that it
"reached an impasse in its neg-
otiations with the United Hebrew
Schools concerning a contract for
the school year 1968-69" and de-
clared the main issues to be:
"The establishment of a profes-
sional salary scale for Hebrew
school teachers in order to make
the profession attractive, as well
as keeping the present staff; elim-
inate what the association consid-
ers an over-emphasis upon admin-
istrators and the fact of its being
inexcusably over-staffed; and es-
tablish an objective criterion in
promotion and teaching assignment

the detriment of the school. The
association considers these issues
vitally crucial to the preservation
and improvement of Jewish edu-
Cation."
The association stated that in the
course of its negotiations it has
requested on numerous occasions
they be furnished with the school
budget, and the UHS representa-
tives have refused to divulge the
budget and its distribution. The
association has also suggested that
an independent study committee
made up of university people be
established to study the whole sys-
tem of the United Hebrew Schools.
This, too, was rejected by the UHS,
the statement said, adding: "The
association is convinced that the
Jewish community must, in view
of the grave crisis in Jewish life,
analyze and determine what is its
greatest need and place the em-
phasis there. The association in-
tends to play an effective role in
this."
Because the "i m p a s s e" an-
nounced by the teachers may lead
to strike and may interfere with
the reopening of the schools in Sep-
tember, the United Hebrew Schools
board of directors will have an
emergency meeting Tuesday night
to deal with the emerging crisis.

Pope Paul's encyclical reaffirming
the church's traditional prohibition

ally cannot comment on the theo-
logical motivations for such a de-

unacceptable Pope Paul's sugges-
tion that '. . . The threat (of human
population explosion) should be met
by -social and economic progress
compatible with human dignity
rather than by adoption of utterly-
materialistic measures to limit
births.'
"I cannot accept his suggestion
that the existence of the problem
of world population is the result of —
`the lack of wisdom of govern-
ments, an insufficient sense of so-
cial justice and indolence in ma-
king sacrifices necessary to raise
living standards.'
"The church cannot disregard its
responsibility to the world's most
serious problem of population with
such gratuitous suggestions," he
said.
