INSIDE UN: Things are quiet in the United Nations now, but
only on the surface. A lot of unofficial talk going on behind the scenes
is concerned chiefly with the Arab-Israel issues.

Everybody expects a report soon by Dr. Gunnar Jarring, UN
Secretary General U Thant's peace envoy. But it appears that Dr.
Jarring is still waiting for something to happen. His mission was
due to end in May. He had indicated that if he did not succeed
within six months, he would return to his poSt as Swedish ambas-
sador to Moscow.

`To all intents and purposes, the Jarring mission so far has
not been successful. But he did not throw in the towel. He moved his
headquarters from Cyprus to the UN in New York which is quite a
retreat. From his Cyprus base, he could easily visit the Arab and
Israeli heads of state. In New York, at the UN, his: contacts cam be
at the ambassadorial level only.

Meanwhile the Arab rulers are saying different thing's to different
people at the same time. , Double talk haS been heard from Nasser
in particular. At home, he preaches a new war with Israel. To foreign
envoys he implies that he would be willing to come to some arrange-
ments with Israel, if Israel would withdraw from the "Arab territories
occupied during the Six-Day War. In a comMuniqUe _issued jointly
with the Soviet government following his recent • visit to Moscow,
Nasser said he favored a peaceful political settlement of the Arab-
Israel dispute. But at a dinner in Moscow given to him by the Kremlin
leaders, he was abusive of Israel and declared that "every inch of
Arab soil must be liberated."

Israel obviously does not intend to give up "every inch." It
accepted the UN Security Council resolution of Nov. 22, 1967, calling
for withdrawal from occupied territories, but it emphasized that this
resolution .urged "withdrawal. from occupied territories" and not
"from the occupied territories." In addition, Israel stresses that the
resolution spoke of the establishment of peace within recognized and
secure boundaries.

Israel is willing to discuss the implementation of the resolution
in face-to-face talks with the Arabs and an agreement with them on
secure boundaries to be established within the framework of a peace
treaty.

SOVIET MOODS: Officially the Soviet government continues to
back Nasser. It has promised to take "joint steps" to achieve Israel's
withdrawal from the • Arab territories. But in their private talks,
Soviet diplomats imply that while Moscow would insist on Israel's
withdrawal from territories taken during the Six-Day War, it might
agree to yield on certain points.

It would, for instance agree to the incorporation of the Gaza area
into the State of Israel, providing that the 250,000 Palestinian Arabs
residing in that area are granted Israeli citizenship. The Soviets hint
that they view such a move as a way to reduce the number of Arab
refugees, the remainder to be absorbed by Arab states with financial
assistance from countries interested in solving the refngee
problem.

With regard to Sinai and the. West Bank, Soviet diplomats
indicated that Moscow would like to see both areas demilitarized, with
United Nations units stationed there until the governments concerned
agree to the withdrawal of those units. On the status of the Old City
of Jerusalem, the Soviet diplomats prefer to say nothing.

It would seem that Moscow realizes that the existence of Israel
is important to Soviet interests in the Middle East. Were ISrael gone,
Russia would lose an opportunity to pose as the "protector" of the
Arabs, and would lose its influence . in the Arab world.'

Water - Harvesting
More Economical
Than Desalination

JERUSALEM—Billions of cubic
metres 'of rain water which usually
go to waste may be harvested for
agriculture and industry through
runoff inducement methods de-
veloped by scientists 'of the Hebrew
University of Jerusalem.
For the last three years, a team
of university soil physicists, headed
by Dr. Daniel Hillel, 37, of the
university's faculty of agriculture
in Rehovot, has conducted exten-
sive research, on runoff inducement
in arid lands in cooperation with
scientists of the. Volcani Institute
of Agricultural Research. The pro-
ject, sponsored by the United
States Department of Agriculture,
comprised laboratory as well as
field trials.
Among the team's findings is
that water harvesting according to
their -methods may eventually
prove more economical than de-
salination and conveyance of sea-
water, so often held to be the ulti-
mate solution to the problem of
water supply in arid regions.
As an example of what may be
in store, Dr. Hillel said that Israel
receives 8 billion cubic metres of
rain water annually, of which only
1.2 billion are harnessed and
utilized in actual practice. Much
more can be made available if
ground surfaces unsuitable for cul-
tivation can be allocated for runoff
inducement.
California-born Dr. Hillel has
spent several years of - his life in
the Negev desert as a founder
member of Kibutz Sde Boker. He
has also served as an agricultural
research advisor to the Govern-
ment of Burma, and a visiting Re-
search Fellow at the University of
California, Davis, and the United
States Salinity Laboratory, River-
side. He is at present head of the
soil science department of the
Hebrew University.

An Eban Anecdote

Undersecretary o f Commerce
Howard J. Samuels tells the story
that when he recently visited Israel
he had the occasion to spend some
time with Foreign Minister Abba
Eban. Samuels' . wife sitting next, to
Eban at a dinner table, remarked
he had thrilled .millions: of Amer-
icans when he articulated Israel's
position before the United Nations
and that he had made such a pro-
found impression on the country
that he, could be elected President
of the United States if he 'ran for
office. Reflecting for a moment.
Eban replied, "Yes,- that would be
the one way of solving the Israeli
crisis."

Interreligious Study
Aids Crisis Action

Publication of the first inter-
religious study and action guide
on the racial crisis for use by
Jewish, Protestant, Roman Cath-
olic and Orthodox congregations
was announced jointly by the U.S.
Catholic Conference, the National
Council of Churches, the Standing
Conference of Orthodox Bishops
in America and the Union of Amer-
ican Hebrew Congregations.
This interfaith edition of "Crisis
in America: Hope Through Action,"
not only cites issues, facts and
"myths," for study but suggests
action lines for congregations and
communities to change white racial
attitudes and to achieve equal op-
portunities for minorities.
Suggested action lines in the
booklet include: 1) opening job
opportunities f o r •non-white on
staffs of religious organizations,
2) investing funds of these organi-
zations in enterprises where racial
justice is 'practiced,. 3) opening
summer camps for' interracial liv-
ing •through special scholarships
and other provisiOnsi land 4) help-
ing break down neighborhood or
community barriers to • open hou-
sing.

It is a highly scholarly worle that
touches upon many problems and
covers a wide variety of issues,
especially those relating to the ex-
periences in Israel.'
