Moscow s Rabbi Levin Tells Views on His American Visit

any racial or national inequal-
ity and any manifestation of
racial or national intolerance,
including anti-Semitism."
Asked about criticisms of his
and the Russian attitudes expres-
sed by Moshe Dechter, he charged
that Dechter cast aspersions upon
him and "is one of those who are
to blame for many Americans
being so poorly and wrongly in-
formed about the real situation of
the Jews in the Soviet Union."
Regarding the advertisement of
the American Association for Jew-
ish Education challenging the
USSR to grant certain advantages,
similar to those enjoyed by Amer-
ican Jews, to the Russian Jewish
citizens, his reply was:
"In the course of centuries, by
the will of Russian tsarist authori-
ties, Jews lived in artificial isola-
tion, in the pale of settlement.
this isolation, or, to use the Ameri-
can term—segregation—was most
humiliating for the national and
human dignity of the Russian
Jews. By every means, including
revolutionary struggle, Russian
Jews attempted to break the vice
of national isolation and become
full-fledged citizens of Russia. I
well remember what great happi-
ness it brought to Jewish parents
when one of their children suc-
ceeded in being enrolled in a Rus-
sian secondary school. This was
almost an unattainable dream for
many Jewish families. The Octo-

Rabbi Yehuda Leib Levin of the
Central Moscow Choral Synagogue
gave his views on his American
visit in an interview with the No-
vosti Press Agency upon his return
to Moscow.
The text of the interview was
submitted to The Jewish News by
the Soviet Embassy in Washing-
ton.
Stating that his visit was, "of
a private nature" Rabbi Levin
expressed the view that it was
"to a certain degree a contribution
to the development of Soviet-Amer-
ican relations." •
Explaining why he accepted the
invitation of the American Council
for Judaism, he said he had many
other invitations, but that the
others could not be accepted be-
cause of ill health. He said the
Council for Judaism's invitation
came at a time when it coincided
with his improved health. He
expressed thanks to Korn and
Gottlieb of the Council for
the invitation to him and to Cantor
Stiskin.
He expressed satisfaction over
the warm welcomes he received
from American rabbis, UN rep-
resentatives, Mayor Lindsay- and
Ambassador Arthur Goldberg, as
well as his talks with the USSR's
UN representative Yakov Malik,
and he added: "I must admit
that a shocking impression was
made on me by the complete ig-
norance or distorted picture and
widespread prejudice on the
question of the status of Judaism
and the life of the Jews in the
USSR which is to be found
among American Jews. This is
why as a rabbi and a Soviet
citizen I considered it my duty,
as far as it was in my power, to
tell the truth about the life of
Jews in the USSR. I sought to
explain the national policy of
the Soviet state, which excludes

ben Revolution made the Jews full-
fledged citizens of the new Soviet
state. And despite the fact that
Jewish schools were opened, the
majority of parents preferred that
their children study in Russian
schools, as they considered this
opportunity above all a manifesta-
tion of their equality. Therefore, I
would not be surprised if the
greater part of Soviet Jews invol-
untarily see in Jewish creches, and
Jewish kindergartens, a specter
of segregation.
"As far as Jewish religious edu-
cation is concerned, once again
many American Jews do not want
to realize that in the Soviet Union,
where atheism prevails, one un-
fortunately observes a general de-
cline in religious feelings. And this
concerns not only Judaism but all
other religions without exception.

TEL AVIV, (JTA)—The state of
Israel was given a description of
the Jewish Telegraphic Agency's
worldwide news-gathering and dis-
semination operations in a special
broadcast from the JTA's office
here.
Asher Schwartz, general man-
ager of the Israeli News Agency,
the JTA operating subsidiary in
Israel, told listeners on Kol Yis-
rael, the state radio station, how
JTA brings news from the world-
at-large to Israel and vice versa.
The pro :gram was part of a gen-
eral program describing the role
of communications in Israel.

synagogue. Nevertheless, up to the
present day, despite good scholar-
ships, it has failed to enroll a suf-
ficient number of students. Young
Jews readily come to the syna-
gogue to have a good time on
Simhat Tora or Passover. How-
ever, they prefer to study in secu-
lar educational establishments. I
was told'that a decline in religion
is also unfortunately observed
among American Jewish youth."
Will there be a return visit to
Russia by American rabbis? Rabbi
Levin replied that as far as he
knew 15 rabbis from the U.S. will
soon visit the USSR "on their own
initiative but I'll be glad to meet
them if they so wish."

New Jewish USSR
Siddur Contains
Hebrew Lessons

Through the Soviet Embassy's
department of information, The
Jewish News this week received a
copy of the new Jewish prayer
book published in Moscow—"Sid-
dur Ha-Shalom", prayers for the
entire year, prepared under the
editorship of Rabbi Yehuda Leib
Levin.
There is a title page in Russian
calling it "Molitvennik Mir , —
Prayerbook Peace" (the word
shalom also spells the Hebrew for
complete). There is a table of
contents and an explanation that
the prayers have been compiled in
accordance‘ with the teachings of
the RAMBAM—Maimonides.
These are followed by an aleph
beth—offering a lesson in Hebrew
reading, explaining the vowels—
the nekudot.
Excepting for the Russian let-
ters paralleling the Hebrew in
explaining the alphabet and its
use, the only other Russian in
the entire prayer book is the
transliteration of the Kaddish
on the very last page of the
4'79-page volume.
All the major traditional prayers
are included, the daily, Sabbath
and Holy Day rituals. There are
the prayers for laying tefillin, the
donning of the talith, the basic
portions for festivals.
A prayer for peace accompanies
the prayer for the government of
the USSR.
Included is a complete text of
the Hagada for Passover.
The Sefirat HaOmer, Hanuka,
Simhat Tora and other prayers are
incorporated in the new Russian
prayer book.
