Rebels in Iraq Urge Militancy Against Israel
LONDON (JTA)—The Iraqi mil-
itary junta that ousted President
Abdel Rahman Aref in a coup has
called for more militant action
against Israel, according to re-
ports from Baghdad.
A communique broadcast by
Baghdad radio
said the revolu-
tionary com-
mand council
formed to run
the country ac-
cused the Aref
regime of hav-
ing ignored the
needs of the
army, partici-
pating in the
disaster of the
June 1967 war
against Israel
and having
done nothing to
a settle-
Aref ment of the
Kurdish problem. The new regime
charged that the latter failure had
deprived Iraq "of the honor of
contributing to the struggle against
Israel."
The Baghdad radio also broad-
cast an appeal to Iraqi troops, sta-
tioned in Jordan since June 1967,
to support the revolution. It said
one of the reasons for the coup
was the need for "more action and
fewer words in striking blows
against the Jews." "Let us march
behind our revolution to fight Is-
raeli aggression to the ,end," the
broadcast said.
President Aref, who took office
in April , 1966, was reported to
have been stripped of his powers
and pensioned off. It was reported
he had fled to Turkey.
Middle East experts here said
the military coup in Iraq would
further loosen the weak ties
that bind the Arab leadership
in an uneasy alliance against
Israel. While, as had been ex-
pected, the seizure of power by
Gen. Ahmed Hassan al-Bakr
was bound to weaken the in-
fluence of President Gamal
Abdel Nasser of Egypt in
Baghdad, observers here noted
trends in the Iraqi capital which
they said could constitute a
threat to all the Arab leaders.
Gen. Aref had close ties with
Nasser and the Syrian leadership.
The new rulers in Iraq, according
to reports reaching here, have
launched a campaign to blame
the debacle in the Six-Day War
on Aref and, by implication, on
the Egyptian and Syrian leaders.
Scores of Iraqi politicians con-
sidered friendly to Nasser have
been rounded up and jailed in
the last few days. There were in-
dications that
the new regime
intends to
repudiate t h e

Al-B akr Former Pre-
mier Lt. Gen. Taher Yahya, who
negotiated the oil deal, was among
the first to be arrested. Most of the
Iraqis involved in the oil negotia-
tions were also jailed by the new
regime.
Retention of Prior Hard
Lines Predicted in Israel
WASHINGTON (JTA) — The
new Iraqi military regime headed
by Maj. Gen. Ahmed Hassen
al-Bakr, is expected to maintain a
hard line in its pOsition toward
Israel, informed Israeli sources
said, pointing out that anti-Israel
statements, including calls for
renewed warfare against Israel,
were prominent in the communi-
ques issued by the new regime
after its coup d'etat July 17.
,The Israel press, commenting
on the bloodless Iraqi revolution,
stressed the anti-Israel line of the
new government and pointed out
that the only stable government
in the Middle East was Israel's.
The press said Arab regimes were
constantly shaky as a result of
personal intrigues which periodi-
cally resulted in coups which had
severe internal and inter-Arab
repercussions.
"Iraq's bark is worse than its
bite," one source here said.
Even though Iraqi troops are
still stationed on Jordanian soil,
they are some distance from the
cease-fire line and have not been
involved in any direct confronta-
tion with Israeli units since the
Six-Day War, the source said.
Even current rumors about
withdrawal of the Iraqis from
Jordan had little bearing on
Israel since they were never
stationed along Israel's borders
except during the 1967 war.
Israeli officials said that the
Iraqi army was now beset by inter-
nal troubles and mutual suspicions
among its commanders and was

JERUSALEM — The Damiyah
Bridge across the Jordan River,
closed since the Israeli expedition
into Jordan territory to destroy
guerrilla bases at Karameh three
months ago, was reopened to traf-
fic Tuesday. The bridge had re-
ceived extensive damage from
shellfire during the Karameh
battle.
The bridge will be used mainly
for transportation of agricultural
produce and commercial traffic
across the Jordan between the Is-
rael-held West Bank and Jordan-
ian territory.

purpose, they point out, had been
to serve as a kind of augmented
police force used principally
against the Kurds in the north
whom they had been unable to
subdue for more than a decade.
Iraq's politics had been some-
what closer to the hard line of
Egypt and Syria than the softer
one taken by Lebanon, but since
there is no direct frontier between
Israel and Iraq, negotiations with
Iraq were considered to be a
second magnitude problem, offi-
cials pointed out.
During the war, an Iraqi
brigade attempted to cross the
Jordan River_ but was severely
hit by Israel Air Force and re-
treated. An Iraqi plane was shot
down over Israel and the Israel
Air Force later bombed an air-
field in Iraq.
Of all the Arab states that had
troops in Israel fighting during
the 1948 War of Independence,
Iraq was the only one that re-
fused to sign the armistice agree-
ment with Israel but later agreed
that it would abide by the Israeli-
Jordanian agreement. A clause
holding Jordan responsible for the
Iraqi troops stationed on her soil
had been inserted into the agree- -
ment,
