The aliya movement will be the framework for prospective olim among the Jews 'in the Dia- spora. 2. Believing that large-scale aliya from the West can be achieved, this Congress recog- nizes that: (a) The major purpose of the aliya movement is to unite and organize individuals and groups who desire to go on aliya, in order to enable them to give prac- tical expression to their desire. (Direct JTA Teletype Wire to The Jewish News) GENEVA — An official of West Germany's Jewish community Tuesday disputed a Bonn rabbi's pessimistic estimate of the future of Jews in that country. Dr. Hendryk van Damm, general secretary of the Central Council of Jews in Germany, told the Jew- ish Telegraphic Agency that Dr. Bernard Farkas, rabbi of Bonn and Aachen, erred when he said that there were only 26,000 Jews left in Germany, more than half of whom are past 50 years of age. Dr. Farkas made his remarks in a report to the biennial convention of the World Council of Synagogues in London. Dr. Van Damm is at- tending the Conference of Jewish Organizations here. He said that "The average age of Jews in Ger- many during the last 10 years remains constant — under 46." He said that there were 27,000 Jews affiliated with various com- munities in West Germany, but there were "others who were not affiliated yet remained Jews ana therefore must be counted as such." The aliya movement shall sup- port the concept of a year of service in Israel for every Jew- ish youngster. 8. The aliya movem ent will be represented on all ele cted Zionist bodies.
