WASHINGTON — Congress will adjourn in a few weeks again with- out 'having ratified the United Na- tions Convention on Genocide and other human rights pacts with one minor exception. The year 1968 was designated by the UN and • the United States as the International Year for Human Rights. It'vas year in which Russia, Poland, Egypt and Syria singled out Jews for discrimination . ;However, the U.S. could not ask those countries to respect their ratification of UN conventions out- lawing discrimination. While the U.S. has failed to ratify eight of the nine anti-bias measures, the pacts that would theoretically pro- tect Jews were ratified by Russia, Poland, Egypt and Syria. The only one of the nine approved by the U.S. Senate this year was the treaty on abolition of slavery. The slavery measure was ratified be- cause American Negro groups put pressure on Senators in this elec- tion year. Genocide and freedom of asso- ciation have been stalled by the Senate Foreign Relations Com- mittee since 1949. In 1966, former UN Ambassador Arthur J. Gold- berg signed the Convention on the Elimination of All Forms of Racial Discrimination. But Pres= ident Johnson has never trans- mitted this convention to the Senate. Among the other conventions awaiting official transmittal are pacts aimed at discrimination in employment and education. Arguments are heard that other nations could exploit American ra- cial turbulence by using the UN as a forum to hear complaints by Negroe s, Mexican-Americans, Puerto Ricans, American Indians, and -other minorities. - At the time that he signed the UN Charter in 1945, President Tru- man - called for an International Bill of Rights, including genocide and anti-bias pacts. He said that "Unless we can attain those ob- jectives for all men and women everywhere — without regard to race, language or religion — we cannot have permanent peace and security." The convention on the prevention and punishment of the crime of genocide was adopted by the General Assembly in 1948 with strong U.S. support. Truman sub- mitted it to the Senate in 1949. A report and a declaration was pre- pared by a subcommittee of the Foreign Relations Committee but no final action was ever taken by the full committee. The convention on the freedom of association and protection of the right to organize is of great potential importance to Soviet Jewry. Yet Russia has ratified this convention while the U.S. has not. Therefore, the U.S. government( is hardly in a position to demand Russian adherence to a pact that the Senate has ignored since 1949 when Truman sent it to the Senate. Interested groups may be able to achieve at the coming political conventions and platform hearings some steps toward accomplishing in 1969 what they failed to_ do in 1968. .Yet there is no evidence of any momentum in this direction.
