Griffin's request to defer action pending time to assemble anti-Fortas' forces. Sen. Griffin publicly served notice that he would resort to a filibuster when the issue reaches the Senate floor. Jewish groups have informed the senator that they have long regarded filibuster as an undemocratic device. A simple majority is all that is requested for the Senate to con- firm Fortas as Chief Justice. Sen. Griffin has rallied 18 senators to his cause and expects more to join. He almost certainly could not ob- tain a majority but might succeed in blocking action in this chaotic --summer of political conventions. Senate Republican Leader Eve- rett Dirksen of Illinois said there was "no chance" that he would join the Griffin rebellion. Sen. Griffin voted to confirm .tas as Associate Justice in 1965. he is now "prepared to talk great length" to keep Fortas from becoming Chief Justice. The Senator insists that he has no objection to Fortas as an indi- vidual and has gratuitously pointed out that he would go along with the re-appointment of Arthur J. Goldberg to the Court if that issue came up. But all Washington knows that it was very unlikely that Gold- berg would be renominated. If the Senate stalls on confirma- tion, the President could still make an interim appointment. Fortas would then become Chief Justice. But his status as Associate Justice would be vacated. Should a new President next January fail to re- appoint Fortas as Chief Justice, he would find himself off the Court altogether. The Chief Justice's position is mainly one of honor. He possesses no more power than the one vote allocated to each member of the court. Opponents of Fortas cannot fault his legal competence and intellec- tual qualification. So they are at- tacking him as an "operator." His- tory records that John Marshall, now regarded as one of the great Chief Justices, was similarly at- tacked as an "operator." Fortas would be the last to sug- gest that the obstructionist drive against him was launched because he is a Jew. The Embassy brought over two prominent Polish journal- ists, Jerzy Lohman, editor-in-chief of the monthly magazine Polish Review, and M a r e k Arczynski, editor-in-chief of the weekl y. wiatowid. Arczynski was once honored by the Israeli Government for aiding Jews during World War II. At a press conference attended by representatives of major West- ern newspapers and wire services, the Polish emmissaries made the rescue of Jews by the Polish under- ground during the war the main point of their defense of the pres- ent Polish regime against charges of anti-Semitism. Arczynski pro- duced documents to support his claim that many Polish under- ground fighters lost their lives in attempts to aid Jews.
