New U.S. Immigration Law in Effect, Abolishes Nat'l Origins Quota System

WASHINGTON (JTA) --- United
States admission policies for refu-
gees from Communist or Arab
countries, some of whom are Jews,
will remain unchanged although
that category of immigrants is the
last among the preference lists
established by the Immigration Act
of 1965 which went into effect July
1. The new immigration act abol-
ished the quota system which had
long favored migrants from Anglo-
Saxon and no r t h e r n European
countries in favor of an elaborate

order of preferences based on pro-
fessional qualifications and work
skills, with the highest priority
going to immediate relatives of
United States citizens or alien resi-
dents of the United States. It also
established a maximum of 170,000
immigrants a year from countries
outside of the Western hemisphere
with no more than 20,000 numbers
alloted to any country.
But the new act does not alter
the refugee provisions of the law
under which a majority of the
Jewish immigrants have come to
the U. S. during recent years, ac-
cording to Gaynor I. Jacobson,
executive director of the United
Hias Service, the agency aiding
Jewish immigrants to this country.
Jacobson noted, in an article
written earlier this year for the
Jewish Telegraphic Agency, that
the refugee provision allows per-
sons who have fled from Commu-
nist or Middle East countries to
transit countries such as France or

JERUSALEM (JTA) — The
Cabinet Monday approved Prime
Minister Levi Eshkol's proposed
reshuffle of portfolios with only
the Gahal (Herut-Liberal) Parli-
ament faction in dissent. Eshkol
made formal announcement of the
changes to the Knesset (Parli-
ament) but debate on the matter
was postponed owing to the con-
vention of the Liberal Party whose
members were absent from the
chamber today.
Labor Minister Yigal Allon will
be raised to the rank of Deputy
Prime Minister and he will be
placed in charge of the new Minis-
try of Absorption. Yosef Almogi of

Dr. Bauer, Nazis'
Prosecutor, Dies

BONN (JTA)—Dr. Fritz Bauer,
chief prosecutor of the State of
Hesse, who gained fame as a prin-
cipal force in Nazi war crimes
prosecutions in West Germany,
died in Frankfurt Monday at the
age of 64.
Dr. Bauer, a Jew, was a former
concentration camp inmate. He
achieved international recognition
for his work in bringing Nazi war
criminals to justice which he began
in 1949. He was born in Stuttgart
and studied law and economics at
Heidelberg and Munich where he
obtained a doctorate in law in 1928.
He later became judge in Tubingen
but was arrested by the Nazis in
1933 and sent to a concentration
camp. He was permitted to emi-
grate to Denmark in 1936 and
escaped to Sweden when Denmark
was overrun by the Nazis in 1940.
Dr. Bauer played an important
role in arranging the lengthy trial
of former Auschwitz concentration
camp officials. Held in Frankfurt
from December 1963 to August
1965 it led to conviction of 17 de-
fendants who received sentences
ranging from 30 months to life
imprisonment at hard labor.

wanted a much larger role in the
Cabinet if the proposed changes
were introduced. The National Re-
ligious Party voted for the ap-
pointment of Gen. Allon and Al-
mage to their respective cabinet
posts but against the appointment
of Allon as Deputy Prime Minister.

Clara Israelite, president of New
York women's council for His-
tadrut, died June 13 in New York.
She was the mother of William
Lite, of Detroit.
Born in Russia, Mrs. Israelite
lived in New York for 48 years.
Besides being president of the
women's council for 16 years, she
was active in many local and
Jewish organizations.
The women's council of His-
tadrut of New York has pledged a
childrens hospital in Israel in me-
mory of Mrs. Israelite.
Besides her son, Mrs. Israelite
leaves another son, Bernard, sis-
ter, Gasha Kushner, brother, Isa-
dore Yudkowsky, all of New York
and Simcha of Tel Aviv, Israel;
and five grandchildren.

Mendes France's
Career Believed
to Have Ended

Narrowly defeated in the Na-
tional Assembly elections in France
Sunday, by a Gaullist, the political
career of Pierre Mendes France is
believed to have ended.
After a bitter campaign, Mendes
France lost by 145 votes. He is the
titular head of the Unified Socialist
Party which failed to receive sup-
port from the working class. He
was premier in the 1950s when he
extricated France from the Indo-
nesian war.
