JERUSALEM—"Reading Four"
may sound like the code name for
some super-secret project. Actually
it is possibly the most controver-
sial and hotly debated issue in
Israel today.
Tel Aviv's power station is called
Reading Station, after the late Lord
Reading. It has three units now,
and the Israel Electric Company
wants to put up a fourth modern
plant, much bigger than the others
put together. That would be Read-
ing Four.
The central issue is air pollution,
since Israel's electricity is pro-
duced from oil. But also involved
are a number of other significant
issues ranging from town-planning
to the question of popular will
under a democratic government.
There is no question that the
additional power station for the
Tel Aviv area is needed. It has
been in planning stages for sev-
eral years. It had been widely
assumed, however, that it would be
built at Ashdod, about 20 miles
south of Tel Aviv.
However the electric company
apparently had other ideas.
Without any announcement the
company had plans prepared and
ordered building materials for
construction of the new plant in
Tel Aviv.
The company even had the lay-

ing of foundations begun without
first obtaining the approval of the
Town Planning Committee or the
necessary building permits. Re-
portedly mor e than 1,500,000
pounds ($430,000) was spent on
these preliminaries before the
project came to light, The elec-
tric c o m p any is government-
owned and comes under the juris-
diction of the ministry of develop-
ment. But the government did not
discharge the officials responsible
for the surreptitious maneuvers.
Suspecting—quite correctly—that
the Tel Aviv municipality would
not grant the building permits, the
government used its automatic ma-
jority in the Knesset to rush
through a special law under which
construction of electric power sta-
tions would require government—
not municipal—building authoriza-
tion.
The general uproar was led by
the Anti-Air Pollution Council
headed by one of Israel's Supreme
Court Justices. It apparently be-
came uncomfortable for the cab-
inet.
Prime Minister Eshkol was com-
pelled to appoint a Haifa Technion
professor to check the data pro-
vided by the electric company.
This gentleman confirmed the find-
ings — within 72 hours from the
moment of his appointment. How-
ever, it did not take long to dis-
cover that not only had he based
his findings on information sup-
plied by the electric company, but
that he worked in the company's
offices, used its secretaries and
personnel in drafting his report the
final wording of which he dictated
in the presence (if not with the
direct active cooperation) of the
company's business manager.
At this stage, the minister of
health revolted and publicly an-
nounced his firm opposition to
the erection of the plant in Tel
Aviv.
Eshkol again was compelled to
invite another expert to check on
the previous experts. He invited
Philip Sporn of New York, former
head of the American Power and
Light Company, whose public stand
against what he considers too strin-
gent American anti-pollution safe-
guards is well-known. Sporn did
not need even 72 hours to declare
that the plant could be built in
Tel Aviv. He castigated Israelis
for being too sensitive to the air-
pollution question and advised Tel
Avivians that if they wanted less
smoke in the air they should not
prevent the construction of Read-
ing Four but rather reduce dras-
tically the number of cars in the
city.
There are some optimists who
hope that ultimately public interest
will win out against the will of the
electric company.

U. S. Volunteer Plan Is Heard by Bnai Zion

MONTICELLO, N.Y. (JTA)--The
coordinator of Sherut La'am, the
Israeli version of the United States
Peace Corps, called here for an in-
tensive educational effort to help
persuade American Jews to volun-
teer for service in Israel by clari-
fying to them "Israel's superb ac-
complishments, despite harass-
ment, threats and intimidation
from the Arab-Soviet axis."
The proposal was made at the
59th annual convention of Bnai
Zion by Dr. Aryeh Nesher, who is
also staff member of the Afro-
Asian Institute in Israel.
He also urged young American
Jews to volunteer professional and
technical skills for a year's service
to Israel.
The fraternal order's delegates
also heard a message from Vice-
President Hubert Humphrey in
which he affirmed "America's
commitment to the sovereignty
and well-being of Israel and the
peace and stability of the Middle
East, indeed the world."
Raymond M. Patt, re-elected
Bnai Zion president, told the
several hundred delegates that
"Israel needs our support now
more than ever and, as Ameri-
can citizens, we have a right and
obligation to make our voices
heard throughout the land."

The delegates approved a reso-
lution criticizing Congressional en-
actment of a weak gun control law
and urging the legislators to heed
President Johnson's plea for more
effective interstate control to "help
directly in reducing crime and
violence."
The delegates were told that a
half-million dollars had been
raised by the planned Bnai Zion
America-Israel Friendship House
in New York, a $1,000,000 project
to be a national headquarters for
Bnai Zion.

JERUSALEM (JTA)—The Thys-
sen and Mannesman industrial
firms of West Germany have satis-
fied the Israeli Embassy in Bonn
that they have not yielded to the
Arab boycott and will continue to
proVide components for Israel's
160-mile-long Eilat-Ashkelon oil
pipeline, an Israel foreign ministry
spokesman said.
The Arab boycott office in Beirut
announced a month ago that the
two West German firms had
agreed to abide by the boycott and
would cancel trade ties with Israel.
The foreign ministry spokesman
here declared that the two com-
panies had given a joint statement
to the Israel embassy that they
were ready for trade with anyone,
in the East or West, Israel and the
Arab countries, and that they
would carry out existing contracts.
Work will begin next week on
the $32,287,000 pipeline. The 42-inch
pipeline will be over 200 miles
long. By conveying Middle East oil
unloaded from tankers at Eilat, it
.will bypass the Suez Canal and
avoid the long voyage around
Africa.
