NEW YORK (JTA)—A leading authority on American ethnic prob- lems, former Assistant Secretary of Labor Daniel P. Moynihan, warned against the trend to ethnic quotas in efforts to establish job and educational opportunities for disadvantaged minorities and charged that there was "a whiff of anti-Semitism" in many of the demands for quotas being made today. employers w e r e being given "quotas on the minority group em- ployes they will hire" and said this contravened the anti-discrimina- tion provisions of the Federal Civil Rights Act. He deplored the fact that in uni- versities, "the cry has risen for racial quotas roughly representa- tive of population proportions" and said he greatly feared that "if we begin to become formal about quotas for this or that group, we will quickly come to realize that these are instantly translated into quotas against." Phone: 356-7555 JERUSALEM (JTA) — The gov- ernment announced here that any person wishing to remain in Israel- occupied Arab territories for long- er than 48 hours must secure a permit from the military govern- ment administering the area. . Observers here said the order was intended to forestall attempts by private groups or individuals to establish settlements the oc- cupied territories without official sanction. One such group, consisting of Orthodox Jews, has settled in the West Bank town of Hebron and declared that it intends to remain permanently to re-establish the de- funct Jewish community there. In a related development, mem- bers of the so-called Movement for a Greater Israel held their first national conference here and called on the government to reject the Security Council's resolution of Nov. 22, 1967. The movement advocates the establishment of Israel's perma- nent boundaries on the present cease-fire demarcation lines.
